San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Aesthetics <br /> 3 miles southwest of the project area,are officially designated as state scenic <br /> highways. While these scenic highways are located outside of the vicinity,the <br /> project site is located within the middleground of their viewsheds. The location <br /> of the project site in relation to these highways is shown on Figure 2-2. <br /> Views within the vicinity are of composed of agricultural fields and orchards, <br /> residences,roadways,and human-made features(concrete-lined waterways, <br /> wooden utility poles,transmission lines,and mining infrastructure)back-dropped <br /> by the Diablo Range and flat valley floor extending east from the foot of the <br /> range and in to the distant background. <br /> While areas further south of the site,part of the state scenic highway corridor, <br /> would be moderately high in visual quality,the vicinity's visual quality is <br /> considered moderate in vividness,intactness,and unity due to commonality with <br /> the region and presence of human-made elements. <br /> Viewer Groups and Viewer Response <br /> Key viewpoints, shown in Figure 3.A-1,have been chosen for their <br /> representation of the relative landscape and affected viewers. <br /> r. <br /> Residents <br /> The existing one-story residences located east and south of the site have direct <br /> r views of the project site. Approximately six single-family residences are located <br /> north of SR 132 in the vicinity of the project site. The nearest residence is on the <br /> north side of SR 132, approximately 600 feet northeast of the project site and <br /> i,. approximately 1,400 feet northeast of the processing site. One single-family <br /> residence is located on the east boundary,across from the project site on Koster <br /> Road. <br /> Residents north of Vernalis Road have limited views to the site. SR 132 is <br /> slightly elevated and property boundaries of the homes are densely vegetated. <br /> The Diablo Range is visible in the middleground over the orchard trees (Figure <br /> a. 3.A-2,Photos 1 and 2). The residence along Koster Road presently has <br /> foreground views of the orchards and middleground views of the Diablo Range <br /> in the background,via a cleared, 125-foot swath of land that transects the orchard <br /> on the project site for the Pacific Gas&Electric(PG&E)underground gas <br /> pipeline(Figure 3.A-3,Photo 3). <br /> Residents with direct views of the project site are the most likely to be affected <br /> by visual changes associated with the proposed Project. Residents are likely to <br /> have a moderate to moderately high sensitivity to visual changes at the project <br /> site. <br /> Recreationists <br /> Recreationists were not observed during the site visit, but they may include <br /> residents walking,jogging,running,or cycling on local roadways.
