San Joaquin County Community Environmental Setting, Impacts,and Mitigation Measures <br /> Development Department Aesthetics <br /> State <br /> The segment of I-580 from Alameda/San Joaquin County border to I-5 south of <br /> Tracy, and the segment of I-5 from I-580 to the Stanislaus County line,are both <br /> approximately 3 miles southwest of the project area and officially designated as <br /> scenic highways by state legislation. The scenic corridor,defined as the area <br /> generally adjacent to and visible from the highway,is subject to protection <br /> including regulation of land use, site planning, advertising,earthmoving, <br /> landscaping,and design and appearance of structures and equipment. Examples <br /> of visual intrusions that would degrade scenic corridors as stipulated by Caltrans, <br /> which are applicable to the proposed Project, include dense and continuous <br /> development,highly reflective surfaces,development along ridge lines,extensive <br /> cut and fill, scarred hillsides and landscape, exposed and unvegetated earth, and <br /> dominance of exotic vegetation. Unsightly land uses would include actions that <br /> result in these conditions (Caltrans 1996). <br /> Streets and Highway Code—Division 1,Chapter 2,Article 2.5 Section 261 <br /> Planning and Design Standards;Complete Highway: The standards for <br /> official scenic highways shall also require that local governmental agencies have <br /> taken such action as may be necessary to protect the scenic appearance of the <br /> scenic corridor,the band of land generally adjacent to the highway right-of-way, <br /> including,but not limited to(1)regulation of land use and intensity(density)of <br /> development;(2)detailed land and site planning;(3)control of outdoor <br /> advertising;(4)careful attention to and control of earthmoving and landscaping; <br /> and(5)the design and appearance of structures and equipment. <br /> r <br /> Local <br /> The project area is under the jurisdiction of San Joaquin County. Land use <br /> changes and development are subject to county policies, including visual <br /> resource and aesthetic policies, design guidelines, and ordinances. These are <br /> discussed below. <br /> San Joaquin County General Plan <br /> ` The County General Plan (2010)contains aesthetic-related policies(San Joaquin <br /> County 1992)that are applicable to the proposed Project: <br /> r Community Development <br /> Objective S. To create a visually attractive County. <br /> Policy 11. Development should complement and blend with its settings. <br /> Policy 12. Aesthetics should be considered when reviewing development <br /> ` proposals. <br /> Policy 15.
