San Joaquin County Community Environmental Setting, Impacts, and Mitigation Measures
Development Department Aesthetics
County); and review of the Project in regard to compliance with state and local
ordinances and regulations pertaining to visual quality.
Thresholds of Significance
Criteria for determining the significance of impacts related to Visual Resources
were developed based on the environmental checklist form in Appendix G of the
State CEQA Guidelines(14 CCR 15000 et seq.). An impact related to visual
resources was considered significant if it would:
_ ■ obstruct any public scenic vista or view;
■ create an aesthetically offensive site open to public view; or
■ produce new light or glare.
Impacts and Mitigation Measures
Impact AES-1 : Obstruct Public Scenic Vistas or View
(Less than Significant)
The project site is visible to area residents and travelers along area roadways(SR
r 132,Koster Road, and Blewett Road) and is located in area of the County with
several existing and proposed quarries(see Figure 2-5). While the proposed
Project would introduce new visual elements into the area, primarily aggregate
processing equipment, these elements would generally be consistent with the
equipment at the other existing quarry facilities in the area and viewers would be
accustomed to seeing these types of machinery. The project area is not located
within an area designated as a scenic vista and therefore would not obstruct
public scenic vistas or views. The Project is consistent with the aesthetics-related
policies contained within the County General Plan(2010).
Further, the project area is not located adjacent to any federal, state, or locally
designated scenic roadways located within the Project vicinity. The nearest
scenic roadways are segments of I-5 and 1-580 that are located 3 miles south of
the project site. For these reasons, the project impacts on public scenic vistas
or views are considered to be less than significant. No mitigation is
required.
Impact AES-2: Create an Aesthetically Offensive Site
Open to Public View during Quarry Operation (Less than
Significant)
The proposed Project, when fully operational, would include processing
equipment (crushing and washing), stockpiling, and material production(asphalt
DeSilva Gates Quarry Project
Draft Environmental Impact Report 3.A-9
JSS 05105.05
r
