San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures _ <br /> Development Department Aesthetics <br /> along the perimeters of the excavated areas. No revegetation would be <br /> conducted because the majority of the site would be returned to active <br /> agricultural cultivation(e.g.vine,row,or tree crops). _ <br /> Reclaimed areas will be returned to a fertility level similar to the existing crops <br /> grown on the property and fertilizers or other soil amendments used in _ <br /> reclamation,if any,will not cause contamination of groundwater. Success of <br /> reclaimed agricultural operations will be evaluated by a qualified agricultural <br /> consultant,and will be considered to meet acceptable fertility level when 80%of <br /> trees have success of establishment. If altemating row crops are planted, then <br /> success will be met when such row crops produce at least 80%product,as <br /> compared to surrounding properties on a per-acre basis. Side slopes are to be <br /> reclaimed. — <br /> The South Pit would be backfilled to its pre-mining elevation, and the North Pit <br /> would be backfilled to groundwater level and used as agricultural pond. — <br /> However,if less mining occurs than planned, more fines than expected are <br /> generated during mining,or a substantial amount of fill is brought to the site as <br /> backhaul from job sites, no pond would be left. Instead,the South Pit would be — <br /> backfilled to existing topography and the North Pit would be backfilled to a <br /> uniform grade 15 feet above groundwater(90 feet AMSL). <br /> The proposed end use for the project area involves returning the site to active <br /> agricultural uses and also includes developing an agricultural water basin. <br /> Implementation of the proposed reclamation plan would result in a land use <br /> consistent with the existing uses of the site and would be consistent with the <br /> aesthetics-related policies in the County General Plan (2010). Because the mined <br /> areas would be reclaimed to agricultural use, reclamation of the site would not <br /> result in a aesthetically offensive site. This impact is therefore considered less _ <br /> than significant. No mitigation is required. <br /> Impact AES-4: Produce New Sources of Light or Glare <br /> (Less than Significant with Mitigation Incorporated) <br /> The proposed Project would create a new source of substantial light or glare that <br /> would adversely affect daytime or nighttime views in the area. This impact is <br /> considered significant. <br /> As described in Chapter 2, "Project Description,"mine operations would take <br /> place from 6 a.m. to 8 p.m. for the quarry and aggregate plant, and 5 a.m. to 5 _ <br /> p.m. for the asphalt and Portland cement concrete plants. New sources of light <br /> and glare would be introduced with the establishment of mining activities and <br /> processing areas in the project site. This would increase the amount of ambient _ <br /> light that existing residents receive because the project site is presently <br /> undeveloped. Light spill from truck headlights entering and exiting the site <br /> would increase with mining operations.
