San Joaquin County Community Environmental Setting,Impacts, and Mitigation Measures
Development Department Biological Resources
ensure that the personnel receive the mandatory training before
starting work.
■ The contractor shall clearly delineate the project boundaries and
prohibit any off-road traffic outside these boundaries.
■ At the end of each working day,the contractor shall ensure that all
excavated, steep-walled holes or trenches more than 2 feet deep be
covered by plywood or similar materials or provided with one or
more escape ramps constructed of earth fill or wooden planks.
'— Before such holes or trenches are filled, they shall be thoroughly
inspected by the biological monitor for trapped animals.
_ ■ The contractor shall provide closed garbage containers for the
disposal of all food-related trash items such as wrappers, cans,
bottles, and food scraps. All garbage shall be removed daily from
the project site.
r
■ No pets shall be allowed on the project site.
The contractor shall immediately notify DeSilva Gates and SJCOG
representative if a dead, injured, or entrapped kit fox is found in the
construction area. All work shall be temporarily halted until DFG and/or
_ USFWS are contacted to determine the appropriate course of action.
Mitigation Measure BIO-3c: Avoid San Joaquin Kit Fox Dens
by Conducting Preconstruction Den Searches and
Implementing Protection Measures, if Necessary
DeSilva Gates or its contractor shall retain a qualified biologist(as
determined by USFWS [USFWS 1999])to conduct a preconstruction
L survey no fewer than 14 days and no more than 30 days before the
beginning of ground disturbance or any activity likely to affect the San
Joaquin kit fox. The biologist shall survey the proposed construction
►. area and a 200-foot area outside the construction area to identify suitable
habitat features. The biologist shall conduct den searches by
systematically walking 10-meter-wide transects through the survey area.
i
If a den is found during the survey, the biologist shall measure the size of
the den entrance, evaluate the shape of the den entrances, and note
` tracks, scat, prey remains, and recent excavations at the den site. The
biologist shall also determine the status of the dens and map the features
according to survey protocol(DFG 1990). Dens shall be classified in
one of the following four den status categories defined by the USFWS
(USFWS 1999).
■ Potential den: Any subterranean hole within the species' range that
has entrances of appropriate dimensions for which available
evidence is sufficient to conclude that it is being used or has been
used by a kit fox. Potential dens shall include the following: (1)any
suitable subterranean hole or(2)any den or burrow of another
DeSilva Gates Quarry Project
Draft Environmental Impact Report 3.13-17
JSS 05105.05
L
