San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Surface Hydrology,Slormwater,and Water Quality <br /> The General Industrial Permit generally requires facility operators to: <br /> ■ eliminate unauthorized nonstormwater discharges; <br /> ■ develop,retain on site,and implement a SWPPP to identify sources of <br /> pollution and to prescribe implementation of best management practices <br /> (BMPs)to reduce or prevent pollutants in industrial stormwater discharges <br /> and authorized nonstormwater discharges; and <br /> ■ perform monitoring of stormwater discharges and authorized nonstormwater <br /> discharges. <br /> Areas of industrial activity where surface runoff must be controlled and treated <br /> include all storage areas and storage tanks, shipping and receiving areas,fueling <br /> areas,vehicle and equipment storage/maintenance areas, material handling and <br /> processing areas,waste treatment and disposal areas,dust-or particulate- <br /> generating areas, cleaning and rinsing areas,and all other areas of industrial <br /> activity that are potential pollutant sources(State Water Resources Control Board <br /> 1997). Any changes to the industrial site or activity require an update of the <br /> SWPPP and implementation of new control measures. <br /> Construction activities disturbing 1 acre or more of land are subject to the <br /> ` permitting requirements of the NPDES General Permit for Discharges of <br /> Stormwater Runoff Associated with Construction Activity (General Construction <br /> Permit). For qualifying projects,the project applicant must submit,before <br /> construction begins, a notice of intent(NOI)to the Central Valley RWQCB to be <br /> covered by the General Construction Permit. The General Construction Permit <br /> requires the preparation and implementation of a stormwater pollution prevention <br /> plan (SWPPP),which also must be completed before construction begins. <br /> Implementation of the plan starts with the commencement of grading and <br /> continues through the completion of the project. Upon completion of the project, <br /> the applicant must submit a notice of termination to the Central Valley RWQCB <br /> .. to indicate that construction is complete. <br /> Both the General Construction Permit and the General Industrial Permit are <br /> L expected to apply to the proposed project. <br /> Best Management Practices. The term best management practices(BMPs) <br /> refers to a variety of measures used reduce pollutants in stormwater and other <br /> non-point-source runoff. Measures range from source control, such as use of <br /> permeable pavement,to treatment of polluted runoff,such as detention or <br /> retention basins and constructed wetlands. Maintenance practices (e.g. street <br /> sweeping)and public outreach campaigns also fall under the category of BMPs. <br /> The effectiveness of a particular BMP is highly contingent upon the context in <br /> which it is applied and the method in which it is implemented. Expected <br /> effectiveness of BMPs is summarized in Table 3.G-1.
