Surface water and groundwater quality shall be protected and <br /> improved when necessary. <br /> Policy 3. The use and disposal of toxic chemicals,the extraction of <br /> resources,and the disposal of wastes into injection wells shall be carefully <br /> controlled and monitored to protect water quality. <br /> Poticy 11. Water projects shall: <br /> ,. (b) mitigate erosion and seepage to adjacent lands. <br /> Policy 15. The County shall encourage reduction of pavement area in <br /> project design and the use of permeable pavements where possible. <br /> Flood Hazards <br /> Objective 1. To protect people and property from flood hazards. <br /> Policy 1. New residential,public,commercial,and industrial development <br /> shall be required to have protection from a 100-year flood. <br /> Impact Analysis <br /> Approach and Methodology <br /> Impacts on surface hydrology, stormwater, and water quality were assessed based <br /> on the results of technical reports prepared for the Project and on other sources of <br /> available data described in the introduction to this chapter. Construction and <br /> operation activities could result in direct and indirect impacts on surface <br /> hydrology, stormwater,and water quality caused by ground disturbance or <br /> vegetation clearing as part of project construction and/or as a result of project <br /> operations. <br /> The thresholds of significance found in the State CEQA Guidelines(discussed <br /> below)were used to determine the significance of these impacts. <br /> Thresholds of Significance <br /> Based on the State CEQA Guidelines,the proposed Project would result in a <br /> significant impact on surface hydrology, stormwater,and water quality if it <br /> would: <br /> ■ violate any water quality standards or WDRs; <br /> ■ substantially alter the existing drainage pattern of the site or area, including <br /> a through the alteration of the course of a stream or river,in a manner that <br /> would result in substantial erosion or siltation on or off site; <br /> DeSilva Gates Quarry Project <br /> Draft Environmental Impact Report 3.G-7 <br /> das 05105.05 <br />
