San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures
Development Department Surface Hydrology,Stormwater,and Water Quality
Policy 2. Surface water and groundwater quality shall be protected and
improved when necessary.
Policy 3. The use and disposal of toxic chemicals,the extraction of
resources,and the disposal of wastes into injection wells shall be carefully
controlled and monitored to protect water quality.
Poticy 11. Water projects shall:
,. (b) mitigate erosion and seepage to adjacent lands.
Policy 15. The County shall encourage reduction of pavement area in
project design and the use of permeable pavements where possible.
Flood Hazards
Objective 1. To protect people and property from flood hazards.
Policy 1. New residential,public,commercial,and industrial development
shall be required to have protection from a 100-year flood.
Impact Analysis
Approach and Methodology
Impacts on surface hydrology, stormwater, and water quality were assessed based
on the results of technical reports prepared for the Project and on other sources of
available data described in the introduction to this chapter. Construction and
operation activities could result in direct and indirect impacts on surface
hydrology, stormwater,and water quality caused by ground disturbance or
vegetation clearing as part of project construction and/or as a result of project
operations.
The thresholds of significance found in the State CEQA Guidelines(discussed
below)were used to determine the significance of these impacts.
Thresholds of Significance
Based on the State CEQA Guidelines,the proposed Project would result in a
significant impact on surface hydrology, stormwater,and water quality if it
would:
■ violate any water quality standards or WDRs;
■ substantially alter the existing drainage pattern of the site or area, including
a through the alteration of the course of a stream or river,in a manner that
would result in substantial erosion or siltation on or off site;
DeSilva Gates Quarry Project
Draft Environmental Impact Report 3.G-7
das 05105.05
