San Joaquin County Community Environmental Setting,Impacts, and Mitigation Measures
Development Department Surface Hydrology,Stormwater, and Water Quality
Mitigation Measure WQ-6 would reduce this impact to a less-than-
significant level.
Mitigation Measure WQ-6: Prepare a Seiche Response Plan
The Applicant will be responsible for preparing a seiche response plan
prior to construction activities. The response plan will include measures
to repair pit slopes immediately following a seiche if the slopes are
altered by wave action such that they would not maintain a stable
geometry,as determined by a geotechnical engineer.
Impact WQ-7: Surface Water Supply Impacts during
Operation and Reclamation (No Impact)
Dry Pit
To support the existing land use (primarily almond orchards) in the project area, —
up to 710 ac-ft/yr of surface water is diverted from the Delta-Mendota Canal.
During the operation of the Project, all surface water diversions from the canal
would cease, and groundwater pumped from on-site wells would be used to meet
the Project's water demands. During reclamation activities, 165 acres would be
reclaimed to agricultural use if no agricultural pond was created,or
approximately 141 acres would be reclaimed if the approximately 24-acre —
agricultural pond were created. However, the water demands of these crops
would continue to be supplied by groundwater. Therefore, there would be a net
benefit to surface water supplies and water users of the Delta-Mendota Canal —
during operation and reclamation of the proposed Project, which would ensure
consistency with the water resources and quality policies in the San Joaquin
County General Plan. There would be no impact.
Wet Pit
The potential surface water supply impacts during Wet Pit operations and
reclamation would be similar to those described for the Dry Pit operations.
Similar to the Dry Pit reclamation plan, the approximately 24-acre agricultural
pond would be created in North Pit Stage III,and approximately 141 acres would
be reclaimed to agricultural uses or 165 acres would be reclaimed and no —
agricultural pond would be created. The water demands of these crops would
continue to be supplied by groundwater. Therefore, there would be a net benefit
to surface water supplies and water users of the Delta-Mendota Canal during —
operation and reclamation of the proposed Project. There would be no impact.
DeSilva Gates Quarry Project —
Draft Environmental Impact Report 3.G-12
J&S 05105.05
