San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures _ Development Department Groundwater and Groundwater Quality Each RWQCB has adopted its own Water Quality Control Plan(Basin Plan)to implement plans,policies, and provisions for water quality management in its region. The CVRWQCB is responsible for such a large region that it has developed two basin plans: the"Water Quality Control Plan for the Sacramento River Basin and the San Joaquin River Basin Fourth Edition"(Revised September 2004),and the"Water Quality Control Plan for the Tulare Lake Basin J Second Edition"(Revised January 2004). The Sacramento River and San Joaquin River Basin Plan is applicable to the DeSilva Gates Quarry Project. Beneficial Uses and Water Quality Objectives. The process of designating " beneficial uses involves defining the resources, services, and qualities of the aquatic system that are the ultimate goals of protecting and achieving high water quality. The Central Valley RWQCB has established water quality objectives for all groundwater in the basin concerning ammonia,bacteria,biostimulatory substances, chemical constituents, color, dissolved oxygen, floating material,oil and grease,pH,pesticides,radioactivity,salinity, sediment, settleable material, suspended material, tastes and odors, temperature,toxicity, and turbidity. Specific objectives for concentrations of chemical constituents are applied to bodies of water based on their designated beneficial uses. Specifically the Delta- Mendota Canal has been identified in the State Water Board's"Water Quality Control Plan for Salinity". Local Regulations San Joaquin County General Plan The San Joaquin County General Plan 2010: Volume L- Policies/Implementation (San Joaquin County 1992)outlines goals and policies related to water quality and flooding in the study area. The following objectives and policies are relevant to the study area. Resources: Water Resources and Quality Objective 1. To ensure adequate quantity and quality of water resources for municipal and industrial uses,agriculture,recreation,and fish and wildlife. Policy 1. Water quality shall meet the standards necessary for the uses to which the water resources are put. Policy 6. The replenishment of aquifers shall be supported to minimize the overdraft of groundwater. Policy S. The County shall encourage water conservation. Objective 4. To prevent and eliminate contamination of surface water and groundwater supplies. Policy 2. Surface water and groundwater quality shall be protected and improved when necessary.
