San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures _ <br /> Development Department Groundwater and Groundwater Quality <br /> Each RWQCB has adopted its own Water Quality Control Plan(Basin Plan)to <br /> implement plans,policies, and provisions for water quality management in its <br /> region. The CVRWQCB is responsible for such a large region that it has <br /> developed two basin plans: the"Water Quality Control Plan for the Sacramento <br /> River Basin and the San Joaquin River Basin Fourth Edition"(Revised <br /> September 2004),and the"Water Quality Control Plan for the Tulare Lake Basin J <br /> Second Edition"(Revised January 2004). The Sacramento River and San <br /> Joaquin River Basin Plan is applicable to the DeSilva Gates Quarry Project. <br /> Beneficial Uses and Water Quality Objectives. The process of designating " <br /> beneficial uses involves defining the resources, services, and qualities of the <br /> aquatic system that are the ultimate goals of protecting and achieving high water <br /> quality. The Central Valley RWQCB has established water quality objectives for <br /> all groundwater in the basin concerning ammonia,bacteria,biostimulatory <br /> substances, chemical constituents, color, dissolved oxygen, floating material,oil <br /> and grease,pH,pesticides,radioactivity,salinity, sediment, settleable material, <br /> suspended material, tastes and odors, temperature,toxicity, and turbidity. <br /> Specific objectives for concentrations of chemical constituents are applied to <br /> bodies of water based on their designated beneficial uses. Specifically the Delta- <br /> Mendota Canal has been identified in the State Water Board's"Water Quality <br /> Control Plan for Salinity". <br /> Local Regulations <br /> San Joaquin County General Plan <br /> The San Joaquin County General Plan 2010: Volume L- Policies/Implementation <br /> (San Joaquin County 1992)outlines goals and policies related to water quality <br /> and flooding in the study area. The following objectives and policies are relevant <br /> to the study area. <br /> Resources: Water Resources and Quality <br /> Objective 1. To ensure adequate quantity and quality of water resources for <br /> municipal and industrial uses,agriculture,recreation,and fish and wildlife. <br /> Policy 1. Water quality shall meet the standards necessary for the uses to <br /> which the water resources are put. <br /> Policy 6. The replenishment of aquifers shall be supported to minimize the <br /> overdraft of groundwater. <br /> Policy S. The County shall encourage water conservation. <br /> Objective 4. To prevent and eliminate contamination of surface water and <br /> groundwater supplies. <br /> Policy 2.
