San Joaquin County Community Environmental Setting,Impacts, and Mitigation Measures
Development Department Groundwater and Groundwater Quality
■ Limit the depth of excavation, as determined by San Joaquin County, —
until corrective measures are approved by San Joaquin County and
implemented by the Operator.
■ Lower a well pump for any well where groundwater levels are
reduced by the mining activities.
■ Deepen any well where lowering of a well pump is infeasible to
maintain well capacity.
■ Replace any well for which all preceding measures fail to mitigate
loss in well capacity.
■ Provide an altemative water supply to any property where the
preceding measures fail to mitigate loss in well capacity or water —
supply caused by the mining activities.
■ Perform any combination of the preceding actions, or other
measures, necessary to restore loss in a water supply attributed to the
mining activities.
These measures would be subject to the review and approval of the
County before implementation, which would ensure consistency with the
San Joaquin County General Plan. In any case,as a performance
standard, these measures would bring groundwater levels back into the
range of historical fluctuations, or functionally replace any wells the
capacity of which had been impaired by the mining Project. If the
adopted mitigation was shown to be ineffective in reducing impacts to a _
less-than-significant level, San Joaquin County would retain authority to
require supplemental or additional mitigation measures to mitigate the
impact.
Impact GW-4: Reductions in Groundwater Levels Caused
by Consumptive Use (Less than Significant)
Dry Pit
Direct water demand for the proposed Project is projected to be approximately
425 ac-ft/yr(380,000 gallons/day). The proposed Project would use water in two
primary ways _
■ Process washwater would be used to wash sand and gravel over screens and
other equipment, for dust control in the aggregate processing plant, and be
retained as moisture in the processed material.
■ Water would be applied with a water truck to control dust in the plant area
and on unpaved haul roads.
Also, some water would be consumed indirectly through evaporative loss at the
pits receiving the dewatering flows and through evapotranspiration from
undisturbed or reclaimed almond crops. To determine the level of impact that
might result from these consumptive uses, the amount of water that would be
DeSilva Gates Quarry Project —
Draft Environmental Impact Report 3.1-1-10
AS 05105 05
