San Joaquin County Community Environmental Setting, Impacts, and Mitigation Measures
Development Department Groundwater and Groundwater Quality
Implementation of Stage IV-B instead of Stage IV-A would involve the
reclamation of the entire North Pit 3 acreage(35 acres)and would not include an
agricultural pond. Therefore, the consumptive use for this stage would represent
only evapotranspiration from agricultural crops grown on the undisturbed and
reclaimed lands (208 acres). Estimated consumptive use for Stage IV-B would
_ be approximately 352 ac-ftlyr,which is less than the premining consumptive use
of 370 ac-ft/yr because the 10 acres used for the mine's processing plant would
not be replanted with agricultural crops.
r Wet Pit Conclusions. Stages I through IV-B of the proposed Project's wet pit
operations are anticipated to result in a net increase in water consumption
compared to baseline conditions (Table 3.11-2). Water use under the proposed
! Project would represent a shift from the use of surface water for baseline
agricultural operations to total dependence on groundwater. The water use
increment between the premining conditions and Stages I through IV-B may be
.. greater than described because the actual premining consumptive use estimate
may be lower than the estimated premining use, which does not consider the
quantity of irrigation water that may seep into the ground and recharge the
;,. aquifer.
Dry and Wet Pit Conclusions. The Project is located in the Tracy subbasin,'
` which is a groundwater basin that is not in overdraft(Amezquita pers. comm.)
and has had relatively stable water levels in most wells over the past 10 years
(DWR 2004). Although the dry pit and wet pit operations would result in a
consumptive use of groundwater greater than the premining condition, the
proposed Project's maximum consumptive use of approximately 1,400 ac-ft/yr
would represent approximately 0.01%of the total aquifer volume of 1,300,000
ac-ft. Therefore, the Project's potential impact on local wells is considered
less than significant.
DeSilva Gates Quarry Project
Draft Environmental Impact Report 3.1-1-13
AS 05105.0.5
