San Joaquin County Community Environmental Setting, Impacts,and Mitigation Measures <br /> Development Department Hazards and Hazardous Materials <br /> to leach into deeper soils and, eventually, groundwater supplies. Also,newer <br /> pesticides tend to break down relatively rapidly,preventing long-term buildup in <br /> the soil. However, older varieties of pesticides, such as DDT _ <br /> (dichlorodiphenyltrichloroethane)and its derivatives,DDE <br /> (dichlorodiphenyltrichloroethylene)and DDD (dichlorodiphenyldichloroethane), <br /> are much longer lived. The pesticide DBPC (dibromochloropropane)has been <br /> discovered in wells in San Joaquin County and other parts of the state and has <br /> caused wells to be shut down. Additionally,underground storage containers <br /> have been found to be a source of contamination of soil and groundwater. Illegal <br /> dumping and disposal of household hazardous wastes at the County's solid waste <br /> disposal facilities pose an additional hazard,as well as accidental dumping of <br /> hazardous wastes (San Joaquin County 1992). <br /> Hazardous Waste Production and Facilities <br /> The California Department of Health Services estimates that within San Joaquin <br /> County approximately 33,270 tons per year of hazardous waste are generated. <br /> Approximately 17,780 tons of this total is managed on-site,that is, in treatment, <br /> storage, or disposal facilities located on the property producing the waste. The <br /> other 15,490 tons is managed off the property at hazardous waste facilities(San <br /> Joaquin County 1992). <br /> At present,two Hazardous Waste Facility permits have been issued and two <br /> permits are under study within San Joaquin County. The permits issued are for _ <br /> McCormick and Baxter Creosoting Company and Tracy Defense Depot. Tracy <br /> Defense Depot, located on Chrisman Road southeast of the City of Tracy,has <br /> been issued a container storage permit by the San Joaquin County Environmental <br /> Health Department(EHD)The general types of waste handled include motor ' <br /> oils,other petroleum products, solvents,process chemicals, and other chemicals <br /> that have passed their shelf life. All potential hazardous wastes are either resold, <br /> recycled, or transported to a Class I site for disposal(San Joaquin County 1992). <br /> The two hazardous waste permits under study by the EHD are temporary storage <br /> facilities for PCB(polychlorinated biphenyl)transformers at the Stockton <br /> Development Center and Deuel Vocational Institution(San Joaquin County <br /> 1992). <br /> Vector-Borne Disease <br /> Vector-bome diseases such as western equine encephalitis, St. Louis encephalitis <br /> and West Nile virus are primarily transmitted through the bite of an infected <br /> mosquito and have the potential to harm humans,horses and other animals _ <br /> throughout California. West Nile virus,presently the most discussed of these <br /> diseases,was first detected in the United States in New York in 1999. Since <br /> then,it has spread throughout the United States, Canada,and Mexico,with <br /> activity found throughout California.
