San Joaquin County Community Environmental Setting, Impacts, and Mitigation Measures
Development Department Hazards and Hazardous Materials
to leach into deeper soils and, eventually, groundwater supplies. Also, newer
pesticides tend to break down relatively rapidly, preventing long-term buildup in
the soil. However, older varieties of pesticides, such as DDT _
(dichlorodiphenyltrichloroethane)and its derivatives,DDE
(dichlorodiphenyltrichloroethylene)and DDD (dichlorodiphenyldichloroethane),
are much longer lived. The pesticide DBPC (dibromochloropropane)has been
discovered in wells in San Joaquin County and other parts of the state and has
caused wells to be shut down. Additionally, underground storage containers
have been found to be a source of contamination of soil and groundwater. Illegal
dumping and disposal of household hazardous wastes at the County's solid waste
disposal facilities pose an additional hazard,as well as accidental dumping of
hazardous wastes (San Joaquin County 1992).
Hazardous Waste Production and Facilities
The California Department of Health Services estimates that within San Joaquin
County approximately 33,270 tons per year of hazardous waste are generated.
Approximately 17,780 tons of this total is managed on-site,that is, in treatment,
storage, or disposal facilities located on the property producing the waste. The
other 15,490 tons is managed off the property at hazardous waste facilities(San
Joaquin County 1992).
At present, two Hazardous Waste Facility permits have been issued and two
permits are under study within San Joaquin County. The permits issued are for _
McCormick and Baxter Creosoting Company and Tracy Defense Depot. Tracy
Defense Depot, located on Chrisman Road southeast of the City of Tracy, has
been issued a container storage permit by the San Joaquin County Environmental
Health Department(EHD)The general types of waste handled include motor '
oils, other petroleum products, solvents, process chemicals, and other chemicals
that have passed their shelf life. All potential hazardous wastes are either resold,
recycled, or transported to a Class I site for disposal(San Joaquin County 1992).
The two hazardous waste permits under study by the EHD are temporary storage
facilities for PCB(polychlorinated biphenyl)transformers at the Stockton
Development Center and Deuel Vocational Institution(San Joaquin County
1992).
Vector-Borne Disease
Vector-bome diseases such as western equine encephalitis, St. Louis encephalitis
and West Nile virus are primarily transmitted through the bite of an infected
mosquito and have the potential to harm humans, horses and other animals _
throughout California. West Nile virus, presently the most discussed of these
diseases, was first detected in the United States in New York in 1999. Since
then,it has spread throughout the United States, Canada, and Mexico, with
activity found throughout California. West Nile virus was first found in test
chickens, dead birds, trapped mosquitoes, and horses and humans within San
DeSilva Gates Quarry Project —"
Draft Environmental Impact Report 3.1-2
J&S 05105.05
