San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Hazards and Hazardous Materials <br /> Mosquito Abatement and Vector Control District Law <br /> California Health and Safety Code Sections 2000-2093 provide for the creation _ <br /> of mosquito abatement and vector control districts as independent special <br /> districts (as defined by Section 56044 of the Government Code)and define the <br /> powers and other authorities of the districts. The intent of these districts is to — <br /> conduct effective programs for the surveillance,prevention,abatement, and <br /> control of mosquitoes and other vectors, and to cooperate with other public <br /> agencies to protect the public health, safety and welfare(Health and Safety Code <br /> Section 2001 [c] and [d]). The San Joaquin County Mosquito and Vector Control <br /> District operates within the County to control mosquito and other vector <br /> populations. The primary responsibility for nuisance abatement falls on the <br /> person or agency claiming ownership,title or right to property, as stated in <br /> Section 2060(b) of the Health and Safety Code: <br /> The person or agency claiming ownership,title,or right to property or who <br /> controls the diversion,delivery,conveyance,or flow of water shall be <br /> responsible for the abatement of a public nuisance that is caused by,or as a <br /> result of,that property or the diversion,delivery,conveyance,or control of that <br /> water. <br /> The board of trustees of the San Joaquin County Mosquito and Vector Control <br /> District has the authority to enforce the nuisance abatement requirements of the <br /> Health and Safety Code. <br /> Local Regulations <br /> The San Joaquin County Fire Department will require the proposed Project to <br /> conform to the National Fire Protection Act, Section 30,a nationally recognized <br /> fire safety standard. Fire extinguishers and fuel breaks will be required,per the <br /> state Public Resources Code and the requirements of the County fire chief. — <br /> The San Joaquin County EHD monitors and enforces state and federal <br /> environmental and health codes that address waste management and water — <br /> contamination. <br /> San Joaquin County General Plan <br /> The San Joaquin County General Plan(San Joaquin County 1992)includes the _ <br /> following policies pertaining to hazards and hazardous materials. <br /> 1. Hazardous materials and wastes shall not contaminate air or water resources <br /> or soils. — <br /> 2.
