San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures <br /> Development Department Noise <br /> Mitigation Measure N-1: Employ Noise-Reducing Practices <br /> during Construction and Reclamation Activities <br /> The Project Applicant shall employ noise-reducing construction practices <br /> such that construction and reclamation activities do not exceed the <br /> applicable San Joaquin County noise ordinance standards at adjacent <br /> _ residences. <br /> Measures to achieve these performance standards include but are not <br /> limited to the following: <br /> ■ prohibiting noise-generating construction or reclamation activities <br /> between the hours of 9:00 p.m. and 6:00 a.m., <br /> ■ requiring all construction equipment to have sound-control devices <br /> no less effective than those provided on the original equipment(no <br /> equipment shall have an unmuffled exhaust), <br /> i <br /> ■ changing the location of stationary construction equipment to <br /> maximize the distance between equipment and residences where <br /> .. practical, <br /> ■ shutting off idling equipment when practical, <br /> ins ■ rescheduling construction and reclamation activities to less-sensitive <br /> daytime hours when practical, <br /> ■ notifying adjacent residents in advance of construction or <br /> reclamation work, <br /> ■ installing acoustic barriers around construction noise sources, and <br /> ■ temporarily relocating affected residences (provide hotel vouchers) <br /> when compliance with noise ordinance standards cannot be achieved <br /> with implementation of other measures. <br /> Impact N-2: Exposure of Noise-Sensitive Land Uses to <br /> Equipment Noise during Mining Operations in Excess of <br /> County Stationary Noise Ordinance Standards (Less than <br /> Significant with Mitigation Incorporated) <br /> Equipment noise associated with the mining and aggregate processing activities <br /> could intermittently generate high noise levels on and adjacent to the project site. <br /> Activities associated with the proposed Project include grading and earthmoving <br /> activities,hauling materials, and aggregate processing. Table 3.J-6 summarizes <br /> noise levels projected to be produced by equipment at the DeSilva Quarry. As <br /> _ shown,reference noise levels for individual pieces of equipment involved in <br /> mining and aggregate processing generate maximum noise levels ranging from <br /> 76 to 89 dBA at a distance of 50 feet.
