San Joaquin County Community Environmental Setting,Impacts,and Mitigation Measures Development Department Noise Mitigation Measure N-1: Employ Noise-Reducing Practices during Construction and Reclamation Activities The Project Applicant shall employ noise-reducing construction practices such that construction and reclamation activities do not exceed the applicable San Joaquin County noise ordinance standards at adjacent _ residences. Measures to achieve these performance standards include but are not limited to the following: ■ prohibiting noise-generating construction or reclamation activities between the hours of 9:00 p.m. and 6:00 a.m., ■ requiring all construction equipment to have sound-control devices no less effective than those provided on the original equipment(no equipment shall have an unmuffled exhaust), i ■ changing the location of stationary construction equipment to maximize the distance between equipment and residences where .. practical, ■ shutting off idling equipment when practical, ins ■ rescheduling construction and reclamation activities to less-sensitive daytime hours when practical, ■ notifying adjacent residents in advance of construction or reclamation work, ■ installing acoustic barriers around construction noise sources, and ■ temporarily relocating affected residences (provide hotel vouchers) when compliance with noise ordinance standards cannot be achieved with implementation of other measures. Impact N-2: Exposure of Noise-Sensitive Land Uses to Equipment Noise during Mining Operations in Excess of County Stationary Noise Ordinance Standards (Less than Significant with Mitigation Incorporated) Equipment noise associated with the mining and aggregate processing activities could intermittently generate high noise levels on and adjacent to the project site. Activities associated with the proposed Project include grading and earthmoving activities,hauling materials, and aggregate processing. Table 3.J-6 summarizes noise levels projected to be produced by equipment at the DeSilva Quarry. As _ shown,reference noise levels for individual pieces of equipment involved in mining and aggregate processing generate maximum noise levels ranging from 76 to 89 dBA at a distance of 50 feet.
