San Joaquin County Community Environmental Setting, Impacts,and Mitigation Measures <br /> Development Department Noise <br /> ti <br /> Mitigation Measure N-2: Employ Noise-Reducing Operational <br /> Practices <br /> The Project Applicant shall employ noise-reducing operational practices <br /> such that noise at adjacent residential uses does not exceed San Joaquin <br /> County noise standards for residential uses(i.e., 50 dBA/45 dBA <br /> daytime/nighttime limit for residences south of SR 132 and 60 dBA/57 <br /> dBA for residences north of SR 132). <br /> Measures to reduce operational noise include but are not limited to the <br /> following: <br /> _ 1. Main Processing Plant and Recycle Plant operations(not including <br /> load out) shall not occur prior to 7 a.m. or after 7 p.m. <br /> 2. When night paving projects will require early morning start-up of the <br /> asphalt or concrete plants,hoppers shall be fully loaded the afternoon <br /> prior to minimize early morning noise generation. <br /> 3. Mobile heavy equipment operating prior to 7 a.m. should befitted <br /> with radar or strobe based backup warning devices to be used in lieu <br /> of backup beepers. <br /> 4. To the extent feasible, aggregate stockpiles should be located on the <br /> site to provide maximum screening of processing equipment noise in <br /> the directions of the nearest residences. <br /> L 5. Mobile equipment should be shut off when not in use to minimize <br /> idling noise. <br /> 6. Localized noise curtains or acoustic panels shall be suspended <br /> between the asphalt burner and nearest receiver north of SR 132. <br /> The material should be of sufficient size to block line of sight <br /> between the main asphalt plant noise source(burner)and that <br /> _. residence. The material should be of sufficient mass to reduce <br /> asphalt burner noise by at least 5 dB at that residence. <br /> 7. Because asphalt plant noise tends to be directional(i.e. louder in <br /> some directions than others even at the same distances),the asphalt <br /> plant shall be positioned so as to minimize noise exposure at the <br /> nearest receiver north of SR 132. <br /> 8. Chutes and hoppers of the main processing plant should be lined <br /> with urethane sheets to reduce the impulsive sounds generated by <br /> rock falling on metal surfaces at those locations. <br /> 9. Follow-up tests of asphalt plant and Portland cement concrete plants <br /> shall be conducted to determine whether those sources,while <br /> operating independently or concurrently,would cause noise levels to <br /> exceed the County noise standards during either daytime or <br /> nighttime hours.
