The distance between aggregate processing equipment and residential <br /> receivers to the west and east of the project site would decrease. <br /> Equipment noise associated with overburden removal and mining activities <br /> would decrease under the revised operations schedule. <br /> Equipment noise from aggregate processing equipment is expected to decrease at <br /> areas to the north of the project site(receiver locations P-NI through P-N8),but <br /> will increase slightly at residences to the west and east(receiver locations P-W 1, <br /> P-W2,P-W3 and P-EI). Noise from pit operations will decrease slightly. <br /> Overall,noise levels to the north are expected to decrease,but noise levels at <br /> impacted locations to the east and west are predicted to be approximately the <br /> r same under the Mitigated Design alternative. With implementation of Mitigation <br /> Measures Mitigation Measure N-1: Employ Noise-Reducing Practices during <br /> Construction and Reclamation Activities Mitigation Measure N-2: Employ <br /> Noise-Reducing Operational Practices,this impact would be less than <br /> significant. <br /> Transportation and Traffic <br /> Under this alternative, there would be a slight reduction in the potential for <br /> structural impacts on Koster Road because the travel distance on this roadway <br /> would be reduced. Because the plant site would be adjacent to the first phase of <br /> mining in the South Pit,the distance from the stockpiles to the plan site would be <br /> reduced to approximately 1,000 feet. The distance from the entrance to the new <br /> plan site would be reduced to approximately 900 feet,and the distance to the new <br /> plant site entrance from the KosterBlewett Road intersection would be reduced <br /> ` to approximately 300 feet. Because of the existing condition of Koster Road and <br /> the calculated year 2007 base condition TI values,this alternative would still <br /> result in significant structural impacts on Koster Road and Blewett Road as <br /> described in section 3.L,"Transportation and Traffic,"and in Chapter 5 <br /> (cumulative scenario). Mitigation to reduce the structural roadway damage to <br /> would be similar to mitigation proposed for the proposed Project(Mitigation <br /> Measure TR-4 and CE-11). This impact would be less than significant with <br /> mitigation incorporated. <br /> Although the travel distance on Koster Road would be reduced,the number of <br /> truck trips from the project site would remain the same as the proposed Project. <br /> Year 2027 projected LOS on SR 132 would be worse than acceptable LOS <br /> standards and this alternative would contribute to these conditions.No mitigation <br /> is available to reduce impacts of changes in LOS on SR 132.
