San Joaquin County Community Other CEQA Considerations
Development Department
Noise
Impact CE-7: Exposure of Noise-Sensitive Land Use to
Cumulative Noise Levels in Excess of County Standards
(Cumulatively Considerable)
Total cumulative noise levels due to combined noise from mining operations,
Project-related traffic, and background traffic were assessed for the two
operational conditions that could occur with implementation of the proposed
Project. This includes normal operational hours between 5:00 a.m. and 9:00 p.m.
and 24-hour operations, which could occasionally occur for brief periods to
supply materials for nighttime road improvement project.
Tables 5-10 through 5-15 summarize the cumulative modeling results for Project
conditions and compares them to No-Project conditions. Locations where
cumulative noise levels are predicted to exceed 65dB-Ldo are noted. Depending
on the operational condition, these locations include prediction locations P-Nl,
P-N2,P-N3,P-N5,P-N7,P-W3, and P-El.
Because the proposed Project is predicted to contribute to conditions under which
_ noise is predicted to exceed 65 dB-L& at residences, the proposed Project is
considered to contribute to significant noise impacts. Implementation of
Mitigation Measure N-2 will reduce this impact, but not to a less-than-significant
level. The proposed Project is therefore considered to contribute to a
cumulatively considerable noise impact.
Table 5-1.
