Q04 <br /> M�EMORAN,D.Ufvl <br /> TO: Jennifer;Jolley; Senior Planner <br /> Community Development Department <br /> FROM: Claudia Gemberling, Environmental Coordinator <br /> SUBJECT: REVIEW COMMENTS FOR THE NOTICE OF PREPARATION OF AN <br /> ENVIRONMENTAL IMPACT REPORT FOR THE DESILVA GATES <br /> CONSTRUCTION QUARRY EXCAVATION (PA 0300550) <br /> The San Joaquin County Department of Public Works has reviewed the Notice of Preparation <br /> of Environmental Impact Report for the above-referenced project and our concerns, <br /> recommendations, and corrections as follows: <br /> ' The Design Engineering Division offers the following comment: <br /> 1. Any roads used for access to the project site are to be designed structurally and <br /> geometrically adequate for the loading and traffic characteristics expected. It is <br /> anticipated that this would include a 32-foot to 36-foot wide pavement section to provide <br /> adequate shoulders for the project. Paved shoulders will also be necessary to mitigate <br /> air quality impacts from transporting materials from the site. <br /> The Traffic Engineering Division offers the following comments: <br /> 1. It is anticipated that the Traffic Study will address the mitigation measures needed on the <br /> haul routes over the duration of the use permit, i.e. structural section adequacy and <br /> proposed mitigations. <br /> 2. Horizontal geometrics assessment of the haul route to appropriately handle truck turns <br /> without encroachment onto other lanes. <br />
