The Reclamation Plan fails to adequately describe the agricultural setting of the <br /> project. Exhibit 1 delineates <br /> the property boundary but the arrow indicating the landscaped Berm (Topsoil <br /> Storage) is vague. Page 24 of the Reclamation Plan (SMR-2) indicates that soils <br /> from the South Pit will be stored in a berm for reuse but few soils will be stockpiled <br /> from the North Pit. The Reclamation Plan also states that "Average soil depths are <br /> up to 6-meters; an excess of soil therefore exists." The reclamation plan must <br /> clearly delineate on a map where the topsoil stockpiles will be stored. If the topsoil <br /> stockpile is stored in a berm around the entire property perimeter then that should <br /> be clearly shown. The total volume of stockpile to be stored must also be <br /> described. Calculated volumes must be adequate to reclaim the site pursuant to <br /> the reclamation plan objectives. <br /> 11.Topsoil placement is shown on all surfaces (including under water) on Exhibit 2. <br /> Locations for topsoil placement include both the benches and the vertical faces of <br /> the 1.5:1 slopes. Success of placing topsoil on 1 .5:1 slopes is unlikely. The <br /> reclamation plan needs to discuss how topsoil will be placed on these slopes and <br /> how the topsoil will be stabilized to prevent its erosion (CCR 3711(e)).
