r.
` EXISTING CONDITIONS TRAFFIC OPERATIONS
Intersection Operations: Table 2 presents the existing AM and PM peak hour operations at the SR-
1321Bird Road at-grade intersection, the Bird Road/Blewett Road intersection, and the Koster
Road/Blewett Road intersection. As shown in Table 2, the SR-132/Bird Road intersection is currently
operating at unacceptable Levels of Service (LOS) "F" on the northbound Bud Road approach during
both the AM and PM peak hour periods. As also shown in the table, both the Bird Road/Blewett Road and
Koster Road/Blewett Road intersections are currently operating at a peak hour LOS "A."
TABLE 2
EXISTING INTERSECTION OPERATIONS
Control AM Peak Hour PM Peak Hour
Intersection. The Transportation Research
Board (TRB) published Highway Capacity Software 2000(HCS-2000), Version 4.1c, was applied in this
analysis. Table 3 presents the existing ramp merge/diverge operations for the southbound I-5 to
r westbound SR-132 merge and the eastbound SR-132 to southbound I-5 diverge. Only these two ramps
were analyzed as they had the most direct relationship to the operations at the proposed SR-132/Bird
Road interchange. As shown in Table 3, both ramps merge and diverge are operating at acceptable LOS
"B"or better during both the AM and PM peak hours.
TABLE 3
1-5/SR-132 STUDY RAMP JUNCTION OPERATIONS
EXISTING CONDITIONS'LEVELS OF SERVICE OS
AM Peak Hour " PM Peak Hour
I-5/Route 132 Study Interchange Density Density
Ramps Junction I pe c/milln LOS (pc/mi/In) LOS
SB 1-5/1AB SR 132 Direct Mere 18.7 B 5.3 A
EB SR 132/SB 1-5 Direct Diverge 1.7 A 17.1 B
r
Roadway Segment Operations: Roadway segment peak hour traffic operations were analyzed using
methodologies presented in the HCM 2000. The Transportation Research Board (TRB) published
Highway Capacity Software 2000 (HCS-2000), Version 4.1c, was applied in this analysis. SR-132 to the
` east of Bird Road is currently a four-lane divided facility that was analyzed as a freeway segment. SR-
132 to the west of Bird Road is currently a two-lane highway that was analyzed as a two-lane rural
highway segment. SR-132 to the east of the I-5/SR-132 interchange for approximately %2 mile is a four-
lane freeway segment before transitioning to a two-lane highway and where analyzed based on the
respective facility type. Finally, Bird Road and Koster Road between Blewett Road and SR-132 and
Blewett Road between Koster Road and Bird Road are two-lane County roadways that were analyzed as
61W two-lane rural highway segments.
Table 4 presents the current roadway segment traffic operations. As shown in Table 4, SR-132 from Bird
y. Road to the end of the four-lane freeway segment east of the I-5/SR-132 interchange currently operates at
LOS "AB"while the two-lane highway segments on SR-132 to the west of Bird Road and further east of
the I-5/SR-132 interchange currently operates at LOS "F" during the AM and PM peak hours.
