Appendix M. <br /> Draft Land Evaluation and Site Assessment (LESA) <br /> Evaluation for the DeSilva Gates Quarry Project <br /> Administrative Draft Environmental Impact Report <br /> Methodoloey. In order to characterize the project's potential impacts related to Prime <br /> farmland, a cursory analysis of the site was conducted in accordance with the California <br /> Department of Conservation's 1997 LESA Model Instruction Manual. <br /> .. The proposed project site located in southwest San Joaquin County, south of the city of <br /> Tracy and northeast of the intersection of 1-5 and I-580. The 217.5-acre site is bounded <br /> by SR 132Nemalis Road/Ohm Road on the north, Koster Road on the east, Blewett Road <br /> and the Hetch Hetchey Aqueduct on the south, and the Delta Mendota Canal on the <br /> southwest. The project site is classified as Prime Farmland by the Farmland Mapping <br /> and Monitoring Program Classification program. The proposed project would affect <br /> approximately 165 acres of Prime Farmland during active mining and reclamation <br /> operations (approximately 155 acres would be mined and 10 acres would be developed as <br /> a plant and materials stockpile area). The majority of the site is currently in agricultural <br /> use as an almond orchard and is not currently enrolled in a Williamson Act contract. <br /> Assumptions. The following assumptions are made pursuant to the project based on the <br /> project description and the site's rating on the Department of Conservation's Important <br /> Farmland Maps as Prime Farmland. The assumptions are intended to provide a <br /> conservative analysis of the site's agricultural value. <br /> ■ The site is 217.5-acres in size and contains three soil types Capay clay, 0-2% <br /> slopes; El Solyo clay loam, 0-2% slopes; and Zacharias gravelly clay loam, 0-2% <br /> 6= slopes. <br /> ■ The Storie Index for Capay clay is 44, the Storie Index for El Solyo clay loam is <br /> 72, and the Storie Index for Zacharias gravelly clay loam is 66. <br /> • The Land Capability Classification of Capay clay is Class Ils,the Land Capability <br /> Classification of El Solyo clay loam is IIs, and the Land Capability Classification <br /> of Zacharias gravelly clay loam is IIs. <br /> ` <br /> • The entire project site is served by a secure supply of irrigation water, and it is <br /> assumed that irrigated agriculture is feasible at the site and no physical or <br /> ` economic restrictions exist. <br /> Findin¢s. Based on the above assumptions, the site has an LE subscore of 36.595 and an <br /> ` SA subscore of 44.5, for a final total LESA score of 81.095. <br /> r. <br />
