.1 <br /> Spinardi Associates <br /> Il. PROJECT NARRATIVE <br /> 1.0 PROJECT DESCRIPTION <br /> RMC Pacific Materials, Inc. (RMC) is proposing to develop a sand and gravel mining operation <br /> near Vernalis, within southern San Joaquin and northern Stanislaus Counties. The site, located <br /> slightly over a mile east of the Interstate 5 and 580 intersection, consists of approximately 688 <br /> acres, of which 590 acres or 85% is located within San Joaquin County. <br /> The site is situated south of Blewett Road, east of Koster Road, north of Hospital Creek and west <br /> of Welty Road. The western property line is approximately 300-feet from the centerline of the <br /> Delta Mendota Canal. See Figure 1 - Vicinity Map for project location. <br /> Excavation of the site is expected to generate over 100 million tons of sand and gravel product <br /> over 60 years. Although sales fluctuates with market demand, RMC anticipates sales to be in the <br /> range of 1.7 million tons per year. <br /> 2.0 CURRENT USE AND OWNERSHIP <br /> RMC owns all the project property except two parcels (approximately 156 acres) which are <br /> leased from a private owner Jerry Costa. These two parcels Costa parcels are currently within the <br /> _ Williamson Act . Once mining is completed in the Costa parcels, the land will be reclaimed and <br /> returned to Costa. See Figure 2 for property ownership information. <br /> Currently the project site is used for agriculture with apricot orchards as the main crop. The <br /> terrain is fairly level with less than a 1% cross slope from southwest to northeast. Currently, there <br /> is a house and barn located within the Costa property will be moved to Parcel A or B,just off <br /> Koster Road. <br /> 3.0 MINING AND PHASING <br /> RMC will conduct a phased mining program that excavates pit run material and conveys it to an <br /> on-site central processing plant. Silt waste products from the plant will be discharged into silt <br /> ponds. All disturbed surface runoff will either be directed to silt ponds or contained within the <br /> mining excavation. <br /> Mining will be accomplished by first clearing and grubbing the Phase to be mined of vegetation, <br /> trees, structures and debris. Scrapers and dozers will then strip the overburden, using it for the <br /> 1 <br />
