Projects throughput to 4.0 million ton per year, assumed as the Project baseline in B-44 _
emission calculations. cont.
V.13 Fugitive PM 10 Emissions
Quarry operations are a major source of fugitive dust. Some applicable
mitigation measure were listed in Comment III.C.2. Appendix D to the Draft EIR
further identifies numerous "successful" methods to control fugitive dust emissions
from quarry operations including: for haul roads, dust suppressant application, —
paving, and route modifications; for conveyors, covering and wet suppression; for
storage piles, wet suppression, windbreaks, enclosures, and soil stabilizers; for
conveyors and batch transfer points, wet suppression and various methods to
reduce freefall distance; and for screening and other size clarifications, covering and
wet suppression. (Draft EER, Appx. D, p. 2.) Practices in other similar industries B-45
include: for transfer points, dustless transfers, minimizing drop height, low pressure
drops, treating material with a chemical suppressant prior to transfer, and dry
fogging systems; for haul road, use of dust suppressants, prompt removal of —
materials deposited on the roadway, covering of open trucks transporting material
likely to become airborne, salting/sanding for snow and ice conditions, paving or
otherwise stabilizing the shoulders of haul roads, and use of wind breaks to prevent
wind erosion from adjacent areas,-43 and for storage piles, enclosing them in geodesic
domes. (See also Comment IV.D.) _
The on-site equipment and material haul roads at the Project site would be
unpaved. (Draft EIR, p. 4.6-22.) Paving these roads, for example, would reduce the
amount of entrained road dust and wind-blown dust and reduce the amount of
water needed to reduce fugitive dust emissions, thus reducing hydrologic impacts.
The Draft EIR does not require any of these"successful" methods to reduce PM10
emissions.
V.0 Off-road Mobile Equipment Diesel Exhaust Emissions Mitigation
B-46
Exhaust emissions from off-road mobile equipment would be significant
during for both site preparation and mobile equipment use during the operational
phase.
43 C.Cowherd and others,Control of Open Fugitive Dust Sources,EPA Report EPA-450/3-88-008,
September 1988,Sec.2.0;U.S.EPA,Fugitive Dust Background Document and Technical Information
Document for Best Available Control Measures, Report EPA-450/2-92-004,September 1992,Sec.3.0;
C.Cowherd and others,Control of Fugitive and Hazardous Dusts,Noyes Data Corp.1990;H. _
Hesketh and F.L.Cross,Jr.,Fugitive Emissions and Controls, Ann Arbor Science,1983.
34
