` Air Construction Initiative. (MECA, 03/06, p. 3.) The City of Houston Fleet Retrofit <br /> project retrofitted about 30 to 40 off-road engines such as backhoes and water B-51 <br /> pumps with DOCs. (MECA 03/06.) Oxidizing soot filters can also be used to cont. <br /> additionally remove over 80 percent of the particulate matter. <br /> V.D Mitigation Measures for Plant Emissions <br /> The Project includes sand and gravel processing equipment, a cement <br /> recycling plant, an asphalt batch plant, and concrete batch plant. The Draft EIR is <br /> silent as to mitigation for emissions from this equipment, beyond a terse mention <br /> ` that BACT would be required. (Draft EIR, p. 4.6-24.)The Draft EIR does not disclose <br /> what BACT might be and whether this would satisfy the obligation to mitigate <br /> impacts to less than significance or the extent feasible. The following mitigation <br /> �. measures are feasible-Aand should be required or an explanation provided for why <br /> these measures are not feasible: <br /> L — Use ultra-low NOx burners on all fired equipment, e.g., sand dryer; <br /> — Require the use of PUC-quality natural gas in all fired equipment; <br /> — Use selective catalytic reduction for the sand dryer; 8-52 <br /> — Use fabric filter baghouses designed to achieve 99.99% particulate removal or <br /> �. 0.01 grains/dscf on all processing equipment, e.g., crushers, screens; <br /> — Use totally or partially dry dust control systems, such as baghouses, <br /> equipment enclosures and air collection and handling systems, which confine <br /> most of the airborne dust rather than collect it; <br /> — For asphalt plant truck loading operation, enclose loadout with rolling doors <br /> enclosure and vent vapors to blue smoke filter pack and baghouse; <br /> — Equip all asphalt storage tanks with condensors; <br /> — Locate processing facilities below grade to act as wind break and reduce <br /> PM10 emission; <br /> — For open stockpiles, use an elevated oscillating sprinkler to cover the entire <br /> yard; <br /> L — For roads, install pipelines and oscillating sprinkler heads alongside major <br /> roadways to permit automatic, programmed watering as conditions dictate; <br /> L <br /> — Enclose screening plants to confine dust. <br /> L <br /> sa See,for example,the BACT clearinghouses of the SJVAPCD and the SCAQMD. <br /> 60 <br /> 4 39 <br /> L <br />
