This letter <br /> documents comments and conclusions resultant from that review. My <br /> qualifications to perform this review include registration as a Civil and Traffic <br /> Engineer in California and 37 years of consulting engineering practice in traffic <br /> engineering practice. I have extensive experience in both preparation and in review <br /> of the traffic and transportation components of environmental documents, on behalf <br /> of both public agencies and on behalf of private entities. I have performed traffic <br /> evaluations of other quarrying and mining operations and have a lifelong familiarity <br /> with the quarrying, mining and aggregate processing industry.
