2006-07-0 5 17 31 Smith Eng 5083857891» P41
current traffic counts of local roads described above should be obtained in the C-2
cont.
summer months.
Obsolescence of the DEIR's traffic study has other consequences. For instance,
San Joaquin County is concurrently considering the application for another
aggregate quarrying operation that will rely on Bird Road as a haul road, that of c-3
West Coast Aggregates (PA-0400690). The traffic from this quarrying operation is
not considered in the DEIR. The analysis should be revised to consider this traffic.
Similarly, Caltrans is considering improvements at SR 132 and Bird Road and has
an Initial Study/Mitigated Negative Declaration under current circulation and review.
The traffic projections and analyses of this RMC Pacific Vemalis Quarry DEIR c-4
should be reviewed for consistency with those of the Caltrans environmental
document.
Considering all of the foregoing, we believe the DEIR transportation and circulation
component should be updated and revised in light of current traffic information and C
concurrent developments and should be recirculated in draft status.
This completes the summary of my initial comments on this matter.
Sincerely,
SMITH Engineering 8t Management
A California Corporation
Daniel T.
