Martin: The Department of Conservation's (Department) Division of Land Resource Protection (Division) has reviewed the DEIR for the referenced project. The Division monitors _ farmland conversion on a statewide basis and administers the California Land Conservation (Willi;imson) Act and other agricultural land conservation programs. We offer the following comments and recommendations with respect to the! project's impacts on agricultural land and resources. Proiect'Description. The project is the ::and and gravel excavation of a 688-acre site in phases over a period of 26-60 years. Most of the site (590 acres) is located in San Joaquin County (County), _ with 98 acres local ed in Stanislaus County. The site consists of 571 acres of Prime Farmland and 101 acres of Farmland of Statewide Importance. The project will disturb a total Of 659 acre:;. The site is located east of Koster Road, the Del ta-Mendota Canal _ and South Costa Ranch Road, south of Blewett Road, west of Welty Road, approximately two miles east-northeast of the Highway 580/5 Interchange and approximately threa miles east of the intersection of State Routes 3E5 and 299. The site is Currently usod for row crops and orchards. Two parcels (265-310-15 and 16) totaling 156 acres are enforceably restricted by Williamson Act Contract No. 77004. Surrounding land is used for agriculture and mining. The project includes processing _ facilities Mat appear to be located on noncontracted land.
