Martin: <br /> The Department of Conservation's (Department) Division of Land Resource Protection <br /> (Division) has reviewed the DEIR for the referenced project. The Division monitors <br /> _ farmland conversion on a statewide basis and administers the California Land <br /> Conservation (Willi;imson) Act and other agricultural land conservation programs. We <br /> offer the following comments and recommendations with respect to the! project's impacts <br /> on agricultural land and resources. <br /> Proiect'Description. <br /> The project is the ::and and gravel excavation of a 688-acre site in phases over a period <br /> of 26-60 years. Most of the site (590 acres) is located in San Joaquin County (County), <br /> _ with 98 acres local ed in Stanislaus County. The site consists of 571 acres of Prime <br /> Farmland and 101 acres of Farmland of Statewide Importance. The project will disturb <br /> a total Of 659 acre:;. The site is located east of Koster Road, the Del ta-Mendota Canal <br /> _ and South Costa Ranch Road, south of Blewett Road, west of Welty Road, <br /> approximately two miles east-northeast of the Highway 580/5 Interchange and <br /> approximately threa miles east of the intersection of State Routes 3E5 and 299. The <br /> site is Currently usod for row crops and orchards. Two parcels (265-310-15 and 16) <br /> totaling 156 acres are enforceably restricted by Williamson Act Contract No. 77004. <br /> Surrounding land is used for agriculture and mining. The project includes processing <br /> _ facilities Mat appear to be located on noncontracted land.
