1719 JUL 06, 2006 ID: SJVRPCD CENTRRL TEL NO: 559-rG1-4Cb`J 4r.jau7 rhec- cio
V
Letter J
tin
July 6, 2006 Reference No. C200601233
Chandler Martin
San Joaquin County
Community Development Dept.
Planning Division
1810 East Hazelton Avenue
Stockton, CA 95205
` Subject: Draft Environmental Impact Report(SCH No. 2002122122)for RMC Pacific Vernalis Quarry
Dear Mr. Martin:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the project referenced
above and offers the following comments:
The entire San Joaquin Valley Air Basin Is designated non-attainment for ozone and particulate matter
(PM10 and PM2.5). This project would contribute to the overall decline in air quality due to construction J-1
activities in preparation of the site, and ongoing traffic and other operational emissions.
bin The District concurs that the project may have significant impacts on air quality and that mitigation is
required to reduce the impact to a level of insignificance. Although current technology may limit the
amount of on-site reductions possible, off-site reductions are available. The project applicant may enter
into voluntary Air Quality Mitigation Agreements (Mitigation Agreement) with the District. These
agreements require the District and the applicant to quantify operational emissions, and Identify on-site J-2
mitigation to reduce the proposed project's Impact on air quality. The applicant commits to providing
funding on a per-ton of emissions basis to the District to purchase emission reductions through its grant
rn and incentive programs to mitigate the net emissions. The District commits to reduce the emissions and
to manage and monitor the emission reduction projects over time. District staff is avallable to meet with
project proponents to discuss Mitigation Agreements for specific projects. For more information, or
4 questions concerning this topic, please call Mr. Dave Mitchell, Planning Manager, at (559)230-5807.
Also, the District encourages the applicant and fleet operators using the facility to take advantage of the
District's Heavy-Duty Engine program to reduce project emissions. The Heavy Duty program provides
Ihn incentives for the replacement of older diesel engines with new, cleaner, fuel-efficient diesel engines. J-3
The program also provides incentives for the re-power of older, heavy-duty trucks with cleaner diesel
engines or alternative fuel engines. New alternative fuel heavy-duty trucks also qualify. For more
information regarding this program contact the District at (559) 230-5858 or visit our website at
hftp://www.valleyair.orA/transportation/heavydutyidx.htm.
The District also concurs that the project's maximum carcinogenic health risk may be significant.
` However, the District finds that the Health Risk Assessment (HRA) provided in the DEIR is not sufficient. J-4
The following Items need further review. The District strongly recommends the applicant to contact Mr.
Leland Villalvazo, Supervising Air Quality Specialist, at (559) 230-6000, or hramodeleravalleyair.org for
more information.
6.
r..
v
