This project would contribute to the overall decline in air quality due to construction J-1 <br /> activities in preparation of the site, and ongoing traffic and other operational emissions. <br /> bin The District concurs that the project may have significant impacts on air quality and that mitigation is <br /> required to reduce the impact to a level of insignificance. Although current technology may limit the <br /> amount of on-site reductions possible, off-site reductions are available. The project applicant may enter <br /> into voluntary Air Quality Mitigation Agreements (Mitigation Agreement) with the District. These <br /> agreements require the District and the applicant to quantify operational emissions, and Identify on-site J-2 <br /> mitigation to reduce the proposed project's Impact on air quality. The applicant commits to providing <br /> funding on a per-ton of emissions basis to the District to purchase emission reductions through its grant <br /> rn and incentive programs to mitigate the net emissions. The District commits to reduce the emissions and <br /> to manage and monitor the emission reduction projects over time. District staff is avallable to meet with <br /> project proponents to discuss Mitigation Agreements for specific projects. The Heavy Duty program provides <br /> Ihn incentives for the replacement of older diesel engines with new, cleaner, fuel-efficient diesel engines. J-3 <br /> The program also provides incentives for the re-power of older, heavy-duty trucks with cleaner diesel <br /> engines or alternative fuel engines. New alternative fuel heavy-duty trucks also qualify.
