3.Response to Comments
L10 micrometers or less ("PMIO'), and carbon monoxide ("CO') that were not disclosed in the
Draft EIR. The Project also would result in significant odor impacts. Commenter also states that
` the Draft EIR fails to identify and require all feasible mitigation measures to reduce these
significant impacts.
Section 4.6 of the DEIR fully describes potential project-related emissions of criteria pollutants,
6. including NOx, ROG, PM10 and CO. A revised air quality analysis and health risk assessment
was prepared as part of the Final EIR and is included herein. Specific comments regarding the air
quality analysis are addressed in subsequent responses.
t..
Response to Comment B-3
Commenter states that Section 4.6 does not contain a breakdown of the relative contributions
from the various Project processes, and that Appendix D does not contain detailed emission
calculation assumptions, background data for emission sources, and emission factors and other
6. pertinent information as the DEIR claims. Nor does Appendix D contain a step-by-step
demonstration ofhow the emissions presented in the Draft EIR's Section 4.6 were derived
Neither the Draft EIR's Section 4.6 nor the Appendix contains the actual calculations or
modeling results.
Air quality modeling information was provided to the commenter upon request. Assumptions for
the revised air quality analysis and complete input/output data for the revised air quality modeling
- are provided in this Final EIR as Appendix A.
L
Response to Comment B-4
LCommenter states that the Draft EIR fails to provide the following:
• Printouts ofspreadsheets with calculations of Project construction and operational emissions
for each process or Project component, e.g., grading, mining,sand and gravel processing,
asphalt production, concrete production, recycling operations, haul!neck traffic;
• Printouts ofEWAC2002 input/output files used to derive emission factors;
• Printouts of input/output files for the CALINE4 screening dispersion model;
L • Printouts of input/output files for the AERMOD dispersion model;
Printout of meteorological data or a reference to publicly available data set used for
L • dispersion modeling.
See Response to Comment B-3.
V
L
6.
