3.Response to Comments
V
LEGR is not feasible because it is a cost prohibitive technology that requires a new engine. In
addition,EGR causes diesel particulate matter(DPM)emissions to go up.
L Response to Comment B-51
Commenter argues that 'diesel oxidation catalysts installed on engines running 500 parts per
i million ("ppm') or less sulfur fuel have achieved total particulate matter reductions of 20 to 50
percent, VOC reductions of 60 to 90 percent(including those hydrocarbon species considered
toxic), and significant reductions of CO53, smoke, and odor"and that "oxidizing soot filters can
also be used to additionally remove over 80 percent of the particulate matter."
DPM reduction is already required per mitigation Measure 4.6.4.
L Response to Comment B-52
Commenter states that the following mitigation measures for plant emissions are feasible and
` should be required or an explanation provided for why these measures are not feasible:
• Use ultra-low NOx burners on all fired equipment, e.g., sand dryer;
L • Require the use ofPUC-quality natural gas in all fired equipment;
L • Use selective catalytic reduction for the sand dryer;
• Use fabric filter baghouses designed to achieve 99.99%particulate removal or 0.01
Lgrainsldscf on all processing equipment, e.g., crushers, screens;
• Use totally or partially dry dust control systems, such as baghouses, equipment
enclosures and air collection and handling systems, which confine most of the airborne
dust rather than collect it,
• For asphalt plant truck loading operation, enclose loadout with rolling doors enclosure
Land vent vapors to blue smoke filter pack and baghouse;
• Equip all asphalt storage tanks with condensors;
L • Locate processing facilities below grade to act as wind break and reduce PMIO
emission;
• For open stockpiles, use an elevated oscillating sprinkler to cover the entire yard;
60
• For roads, install pipelines and oscillating sprinkler heads alongside major roadways to
permit automatic,programmed watering as conditions dictate;
• Enclose screening plants to confine dust.
The project,which requires an authority to constrict(ATC)and operating permit from the air
district,is required to implement best available control technology (BACT). All feasible measures
described above would be included in the permit conditions. Commenter is also directed to
V Project Description pages 3-15 and 3-24,which describe the dust control measures that will be
required, which include watering and baghouses.
6.
