CHAPTER 4 <br /> Minor Revisions to the <br /> Draft Environmental Impact Report <br /> Introduction <br /> Nee <br /> This chapter contains minor revisions and additions to the Draft EIR, issued May 2006.As <br /> discussed in Chapter 1, additional traffic and air quality analyses were prepared in response to <br /> im comments received during the DEIR review period. Minor revisions to the DEIR sections were <br /> made to reflect these additional studies,none of which identified impacts that were different or <br /> substantially greater than those identified in the DEIR. In addition,a minor adjustment to the <br /> IN= phasing plan was made to accommodate comments made by the California Department of <br /> Conservation. None of the changes identified in this chapter constitutes significant new <br /> information or results in any new significant impacts. <br /> Wall <br /> _ Revisions to the Draft EIR are listed in the order they appear.New text is indicated by underline <br /> Land deletions are shown in sWEethreugh. <br /> 3.6 Proposed Project Components <br /> 6. <br /> The Applicant proposes to conduct a phased mining program that would excavate pit run material <br /> and convey it to an on-site central processing plant.There will be nine eight phases,with each <br /> �. phase mined separately and in a different location on the project site. In addition to mining,Phase <br /> IX VIII will include the initial,up-front installation of the processing plants, scales and other <br /> facilities. Phase WA will inelude the installation of a peftable plant site that will be used dufing <br /> the mining of Phase ry Mining will begin with Phase I, and once Phase I is completed the <br /> extraction would proceed to Phase I1 and continues in numerical order until Phase IX VIII is <br /> mined. Refer to Figure 3-3 and Figure 3-4 for the proposed mining plan (Option I and Option 2) <br /> bill and the location of the separate phases. Silt products from the plant would be discharged into silt <br /> ponds. Phase VII will be used as a temporary silt pond until Phase I mining is completed.At that <br /> time the silt pond will be moved to the eastern portion of Phase I and mining will continue with <br /> Phase I1 and progress in order. All disturbed surface runoff would either be directed to silt ponds <br /> or contained within the mining excavation. Reclamation will also follow in the mining order, <br /> ` starting with Phase III(Phase I will be reclaimed when mining is completed and the silt pond is <br /> no longer necessary).
