Level of service characteristics for — <br /> unsignalized intersections are defined in the 2000 Highway Capacity Manual published by the <br /> Transportation Research Board and are presented in Table 4.4-1. — <br /> The San Joaquin County Guidelines for the TABLE 4.4-1 <br /> Preparation of Traffic Impact Studies indicates LEVEL OF SERVICE CHARACTERISTICS FOR <br /> LINSIGNALIZED INTERSECTIONS <br /> all County roadways shall operate at LOS C or <br /> better(except in a City sphere of influence Average <br /> Level of Vehicle Delay <br /> where the City has adopted LOS D); Service Description (Seconds) _ <br /> intersections shall operate at an overall LOS D A Little or no delay 0-10 <br /> or better on minor arterials and roadways of B Short traffic delays >10-15 <br /> higher classification;and LOS C on all other C Average traffic delays >15-25 — <br /> roads;all freeways and State highways shall D Long traffic delays >25-35 <br /> operate at LOS D. The Caltrans Guide for the E Very long traffic delays >3550 <br /> Preparation of Traffic Impact Studies indicates F Stop-and-go conditions >50 <br /> that Caltrans endeavors to maintain a target <br /> level of service at the transition between LOS C and LOS D, which effectively requires that an <br /> LOS C or better be maintained. <br /> The results of the existing intersection level-of-service calculations are shown in Table 4.4-2, and <br /> the analysis output is on-file and available for review at the San Joaquin County offices. Levels of — <br /> service are presented for each intersection approach from which movements are controlled by <br /> stop signs; the level of service for the intersection as a whole is not defined because the major <br /> street traffic is not required to stop.The levels of service were determined using the computer <br /> program Synchro 6,which is based on the 2000 Highway Capacity Manual procedures for <br /> calculating levels of service and which is listed in the Caltrans Guide for the Preparation of — <br /> Traffic Impact Studies as a commonly-used program. <br /> The results of the existing road segment level-of-service analyses are shown in Table 4.4-3. The _ <br /> Florida Department of Transportation has published tables correlating peak-hour volumes of <br /> roadway segments with levels of service. For this analysis,the table titled"Table 4-6, <br /> Generalized Peak Hour Two-Way Volumes for Florida's Urbanized Areas"(Florida Department — <br /> of Transportation, 2002)was used. The table is included in Appendix C. <br /> Freeway weaving and ramp junction analyses were performed at the study freeway interchanges. — <br /> Those analyses evaluated the effect of traffic at the intersections of on/off ramps and mainline <br /> freeway segments and determined resulting levels of service at these locations. The analysis was <br /> performed using HCS2000 computer program for the future-with-project conditions at the study — <br /> locations to identify the worst-case conditions based on the projected traffic. The analyses <br /> resulted in LOS C or better for all future-with-project conditions.
