Cemex Vernalis Quarry Mining and Reolamtion Pmject <br /> expected to continue to operate at a level of service D based on near-term-without-Project <br /> conditions.Haul Route 1 is not expected to create new traffic at the intersection and therefore is <br /> not considered to impact the intersection However Haul Route 3 would result only in through <br /> traffic A review of peak-hour traffic signal warrants suggests that traffic signals are not <br /> warranted at the intersection based on existing and near-term-with-Project conditions. <br /> The intersection is expected to operate at a level of service F in the year 2025 even without the <br /> proposed project Haul Route 1 is not expected to create additional impacts in the year 2025 <br /> To mitigate the impacts created by Haul Route 3 on opening day, all-way stop control would be <br /> required However,all-way stop control should not be installed unless warrants are satisfied after <br /> the imposed proiect begins operating Since Haul Route 3 is expected to be an interim altemate <br /> route it is unlikely that warrants for all-way stop control will be met on a long-term basis. <br /> Therefore,this impact may be considered adverse but not significant. <br /> To mitigate the cumulative impacts with Haul Route 3 in the year 2025, all-way stop control with <br /> construction of a westbound left-tum lane is expected to be required. As an altemative to <br /> mitigating cumulative year 2025 conditions,the proposed project may be conditioned to eliminate <br /> Haul Route 3 after the construction of the Bird Road/SR 132 interchange,at which time only _ <br /> Haul Route 1 would be allowable. <br /> Intersection of SR 132 and Vernalis Road (Connector to SR 33) <br /> The analyses indicate that the intersection of SR 132 and Vemalis Road is currently operating at a <br /> level of service F The existing substandard level of service is primarily a result of the difficulty <br /> encrienced by vehicles attempting to turn left across traffic on SR 132. The proposed haul routes <br /> do not propose left tums at the intersection. Haul Route 1 and Haul Route 3 will result only in <br /> additional through movements on SR 132. Therefore, Project-specific significant impacts are not <br /> identified. ~ <br /> Intersection of Welty Road and Blewett Road _ <br /> The analyses indicate that the intersection of Welty Road and Blewett Road is currently operating <br /> at acceptable levels of service and is expected to continue to operate at acceptable levels of <br /> service based on the near-term and cumulative conditions. — <br /> Intersection of SR 33 and Welty Road <br /> The analyses indicate that the intersection of SR 33 and Welty Road is currently operating at <br /> acceptable levels of service and is expected to continue to operate at acceptable levels of service <br /> based on the near-term without-Project conditions.Haul Route 1 is not expected to create <br /> opening-day significant impacts However Haul Route 3 is expected to result in an opening-day <br /> impact that would require mitigation. <br /> The intersection is expected to operate at a level of service C in the year 2025 without the <br /> proposed project and Haul Route 1 will not create additional impacts in the year 2025.
