4.Minor Revisions to the Draft Environmental Impact Report <br /> r <br /> Impact 4.6.4: Project DPM Health Risk Impact. Implementation of the project may lead to <br /> �— increases in chronic exposure at nearby sensitive receptors to certain toxic air contaminants <br /> from operation of the combination of stationary and mobile sources. This impact is <br /> potentially significant. <br /> Health risks associated with air emissions consist of the following: diesel particulate matter <br /> (DPM)from on-site equipment, DPM from haul trucks;toxic air contaminants(TACs) from <br /> �- asphalt plant operations, and crystalline silica from fugitive dust.All four sources were analvzed <br /> using HARP(Hot Pot Analysis and Report Program)version 1.3 and AERMOD version 07026 to <br /> develop the Health Risk Assessment(HRA). <br /> L <br /> The HRA was completed using meteorological data from Fresno. Based on a review of <br /> meteorological data from other locations(Modesto, Stockton, and Sacramento) and CARB's <br /> California Surface Wind Chmatolo¢y, it was determined that the Fresno data set is representative <br /> of the area surrounding the project site. This data set from Fresno provides complete and recent <br /> `r data for the location. <br /> Table 4 6 6A provides the cumulative HRA results for the production alternatives and haul route <br /> options Notably,the cancer risks are dominated by diesel particulate matter(DPM) emissions <br /> ` from haul trucks and onsite equipment, the chronic health impacts are dominated by crystalline <br /> silica,and the acute health impacts are dominated by hydrogen sulfide Table 4 6 6B provides a <br /> ` breakdown of the HRA results by source category for the 4 million production level. The table <br /> also shows the receptor location of the maximum impact. Table 4.6.6C presents a listingof f the <br /> receptors.Notably,the totals within Table 4.6.613 do not add to the total within Table 4.6.6A <br /> la, because the impacts occur at different receptors.
