- MEMO -
Environmental
.. Sciences
Date: August 13, 2007
To: Brian Grattidge, ESA
Bob Vranka, ESA
LFrom: Michael Ratte, KB Environmental Sciences, Inc.
Subject; Vernalis Quarry -Additional Air Quality Analysis
As a result of comments on the Draft Environmental Impact Report (DEIR) from San
Joaquin Valley Air Pollution Control District (SJVAPCD) and Legal Safety & Employee
` Research, Inc. (LASER), the following provides additional air quality analyses for the
Vernalis Quarry. The additional analyses includes four items; a) the use of the Hot Spot
Analysis and Reporting Program (HARP) to perform the health risk assessment (HRA),
b) the use of AERMOD to analyze roadway traffic (instead of CALINE4), c) revisions to
the emission estimates as a result of revisions to equipment and operations data, and d)
L the inclusion of crystalline silica in the HRA.
Item A
V On April 30, 2007, California Air Resources Board (GARB) released the HARP
converter'. This program converts air dispersion files (e.g., AERMOD) into text files that
can be imported into the HARP Risk Module. For this project, HARP Version 1.3 was
` used, along with AERMOD version 07026, to develop the HRA. The HRA included
point sources such as aggregate processing, asphalt and concrete batching plants; fugitive
I sources such as storage piles, unpaved circulation areas, and wind erosion; and area
` sources such as onsite equipment and haul trucks along roadways associated with Haul
Routes 1 and 3. A total of 12 receptors were included representing residences and
commercial areas within the project area and along haul routes.
As with the previous analysis, the HRA was completed using meteorological data from
Fresno. Based on a review of meteorological data from other locations (Modesto,
LStockton, and Sacramento) and CARB's California Surface Wind Climatology, it was
determined that the Fresno data set is representative of the area surrounding the project
site. This data set from Fresno provides complete and recent data for the location.
L
Table A-1 provides the cumulative HRA results for the production alternatives and haul
route options. Notably, the cancer risks are dominated by diesel particulate matter (DPM)
V emissions from haul trucks and onsite equipment, the chronic health impacts are
dominated by crystalline silica, and the acute health impacts are dominated by hydrogen
l
V
 Public Beta 1 (http://www.arb.ca.gov/toxics/hasp/downloads.htm)
PO Bax 365 Indianola, WA 98342
T-360.265.8111 F-727.578.5210
