of • l
According to the acoustical study, in general, back-up beepers have frequently been cited as a source of
annoyance for residential uses due to the tonal content of the beeping. The following mitigation measure
can reduce this noise impact to less than significant:
• Front-loaders and other equipment that routinely utilize back-up beepers which will operate at night
should be retrofitted with either volume controls (set to the minimum levels required for safety), strobe
lights, or radar-based back-up beepers.
The recommended mitigation measures to reduce noise impacts to fess than significant will require a
mitigation monitoring program. The mitigation monitoring program is recommended as a condition of
approval (see Attachment"A") and will be monitored by the consultant performing annual inspections. All
previously approved conditions of approval shall still apply.
Maintenance Agreement
The Department of Public Works is recommending as a condition of approval that a Maintenance
Agreement, to ensure that Koster Road (including bridges), Blewett Road, and Bird Road are maintained to
a condition acceptable to San Joaquin County, be finalized between the applicant and the County. This
recommendation will revise Condition of Approval No. 2.d.
Neighborhood Opposition
The Community Development Department received one (1) letter of concern. The neighbor states that
although she is not in favor of the project, she is not adamantly opposed if all mitigation measures for back-
up beepers and other noise generating activities are approved as conditions of approval and are monitored
by the County.
i
t
San Joaquin County' QX-96-11DSS Company
Community Development Page 4
i
