The Koster Road bridge across the; Delta-Mendota Canal, if used for the haul route, shall be certified as sufficient by a registered structural engineer, or shall be upgraded to accommodate anticipated loads and to provide a 28-foot wide roadway surface. '( 1) If the main entrance to the project is located on Koster Road, Koster Road from the main entrance to Blewett Road, and on Blewett Road from Koster Road to Bird Road, shall be maintained in its current width; provided, however, if San Joaquin County requires a rural road with a 50-f00t right-of-way, the additional land shall be acquired by the County at the Applicant' s expense and shall, thereafter, be dedicated and re-constructed to County standards for a rural road and using a traffic index for a 20-year design. The expanded right-of-way, dedication and reconstruction, shall be commenced no Later than five years from the date in which the Applicant's permit is granted. Phasing of the reconstruction and road widening shall be permitted.
