KLEINFELDER
ATTACHMENT A
SCOPE OF WORK
MONITORING WELL INSTALLATION
AND GROUNDWATER SAMPLING AND ANALYSES
PROPOSED DSS GRAVEL PIT (QX-96-1)
KOSTER ROAD FACILITY
TRACY, CALIFORNIA
INTRODUCTION
Kleinfelder is pleased to present this proposal to DSS Company. This proposal was developed
after correspondence with Mr. Chad Dessert, using Kleinfelder's current understanding of the
site conditions, and is a preliminary understanding of DSS' desires and requirements.
We have prepared this proposal based on information usually requested in a workplan by San
Joaquin County Public Health Services Department Environmental Health Division (PHSIEHD)
and the State of California Regional Water Quality Control Board (RWQCB)" Kleinfelder is
committed to providing quality service to our clients, commensurate with their wants, needs, and
desired level of risk. If a portion of this proposal does not meet the needs of DSS Company, or if
those needs have changed, Kleinfelder will consider appropriate modifications, subject to the
standards of care to which we adhere as professionals. Modifications such as changes in scope,
methodology, scheduling, and contract terms and conditions may result in changes to the risks
assumed by you, as well as adjustments to our fees. We look forward to the opportunity to serve
you.
BACKGROUND
DSS proposes to mine gravel at their Tracy facility, and is limited to mining above the
groundwater table. Based upon a letter from PHSIEHD, DSS was requested to submit a
groundwater monitoring plan for the proposed gravel pit area for their review and approval.
According to the PHSIEHD letter "The plan shall addressoverd"raft, perched water, flow /
patterns,'and possible changes to water quality." Kleinfelder contacted Mr. Ray Borges of the
PHSIEHD for additional information. Mr. Borges indicated that three deep.production/irrigation.? ,
wells at and in the near vicinity of the DSS gravel pit could be used to assess groundwater
elevation, flow and gradient and groundwater quality to comply with PHSIEHD request.
However, Mr. Borges noted some concern over the validity of the proposed groundwater
sounding data based on potential influence by the.Delta Mendota Canal. The closest well (Well
'No.'3/Platel),according to Mr. Dessert, is about 350 feet.east of the canalfand the uppermost
screened interval is at a depth of approximately 240 feet. Static water level of groundwater was
reported by DSS to be at an approximate depth of,145 feet= below existing ground surface.
Kleinfelder understands the Delta Mendota Canal is lined with concrete, but that leakage from
the canal may occur. However based upon the distance of the nearest well to the canal and the
I
20-YPO-212/2000P256/2000W022 Page 1 of 7
©2000 Kleinfelder, Inc. July 25,2000
