NOTICE OF PREPARATION ENVIRONMENTALIMPACT REPORT NO. ER=9fi=3 I On the basis of the Initial Study prepared for the project described below, the Environmental Review Officer has determined that the project may have a significant impact on the environment and hereby gives notice that an Environmental Impact Report is to be prepared in accordance with the provisions of the California Environmental Quality Act (CEQA), as amended. APPLICATION The applicant has submitted Quarry Excavation Application NorQX-96-1.: The applicant is proposing to excavate approximately 29,750,000 tons of material over approximately a 56-year period. PROJECT The applicant, DSS Engineering Contractors, is proposing a Quarry Excavation application for the extraction of sand and gravel on a 141-acre site consisting of three parcels (APN 265-090-04, 05, 06). The proposed processing facility will be located on 11 acres of the site, and the remaining 130 acres will be excavated to a depth of approximately 125 feet. The applicant is proposing to excavate in four phases over a 56-year period. Approximately 400,000 tons per year.will be excavated in eah of the first seven years, and 550,000 tons per year will be removed during each of the remaining'49 years. One large pit is proposed to be excavated to a depth of 1.25 feet below grade and reclaimed to a depth of 120 feet below grade. Approximately 42 acres will be composed of pit walls, with 88 acres remaining in the pit bottom proposed to be reclaimed to row crops. The applicant is proposing working slopes of .75:1 and final slopes of 1.5:1, with 20 foot benches every 40 feet on the pit slopes. The site has historically been used as an apricot orchard, although the trees were recently removed. Surrounding land uses include orchards, row crops, and other quarry excavations. The property is also within the Buffer Area of the San Joaquin Kit Fox Habitat Conservation Plan (HCP). a PROJECT SIZE The project site is 142.46 acres, of which 11 acres will be used for the processing plant, and 130 acres ' will be excavated.
