Y
BIOLOGICAL RESOURCES
The site is within the Buffer Area of the San Joaquin Kit Fox Habitat Conservation Plan (HCP). Since the
apricot orchards have been removed, the site may also provide foraging habitat for Swainson's hawks
nesting in the area.
 t
a
f NOISE
i
Noise from excavation, processing, and hauling may adversely impact area residents.
+ CULTURAL RESOURCES
A
Excavation of the site will significantly impact any archaeological or cultural resources that may exist on
the site,
VISUAL/AESTHETICS
The processing plant will be approximately 40 feet above grade and will be highly visible from surrounding
properties.
CUMULATIVE IMPACTS
The proposed project is within an area containing significant aggregate deposits and several other quarry
excavations. A Use Permit was recently granted to Granite Construction Company in Stanislaus County
fora site of approximately 320 acres that is to begin mining in 1998. This site is located southeast of the
proposed project site. The Brown Sand property is located south of Blewett Road and west of Interstate
5. They are currently processing a permit to expand their existing aggregate operations to include a 501-
acre site, of which 282.7 acres will be excavated. An EIR is also being prepared for the Brown Sand
expansion (ER-96-2, SCH # 96042075). Teichert Aggregates, which recently received approval for its
quarry excavation on approximately 800 acres, is directly west of the project site (ER-92-2, SCH #
91052007). There is also one other potential mining site currently under contract to Lonestar, containing
530 acres, located east of the project site. Given the existence of these other aggregate operations, there
are likely to be cumulative impacts relative to the following: traffic, air quality, biological resources, and
visual/aesthetics.
Please see the attached Initial Study for additional information on the impacts noted herein.
+ We need to know the views of your agency on the scope and content of the environmental information
that is germane to your agency's statutory responsibilities in connection with the proposed project.
We are also soliciting comments from private parties on the information that they think should be included
in the Environmental Impact Report.
Review and comment period:
• Review begins: November 19, 1996
• Review ends: December 19, 1996
Due to the time limits mandated by State law, your response must be sent at the earliest date, but not
i later than 30 days after receipt of this notice.
4
Notice of Preparation - 3 - ER-96-3
t
