Conditions of Approval <br /> Revision of Approved Actions <br /> QX-96-1 <br /> DSS COMPANY , <br /> The Revisions of Approved Actions to Quant' Excavation Application No. OX-96-1 was approved by <br /> the Board of Supervisors on July 9, 2002. The effective date of approval is July 9, 2002. This <br /> approval will expire on January 9, 2004, which is 18 months from the date of approval, unless (1) all <br /> Conditions of Approval have been complied with, (2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified; and, other ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact:Jennifer Jolley,468-3161) <br /> a. PROJECT: This approval shall be for a phased 56-year excavation of the 142-acre site to a depth of <br /> 125 feet, as shown on the approved reclamation plan. <br /> b. RECLAMATION PLAN: The Mining and Reclamation Plan shall be prepared by a registered Civil <br /> Engineer, showing drainage, driveway access details, on-site parking, existing and proposed utility <br /> services, grading, and reclamation. Storm drainage runoff shall be retained on the site. The <br /> drainage pattern and corresponding storm drain improvements shall be shown on the Plan. A plan <br /> check fee as specified by Section 9-240 will be required. The Mining and Reclamation Plan shall be <br /> prepared in accordance with the reclamation standards developed pursuant to Surface and Mining <br /> Reclamation Act (SMARA) Section 2773(b) and approved by all agencies with permit authority prior <br /> to initiating the use. <br /> c. . STOCKPILING:'No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a <br /> property boundary. (Development Title Section 9.1415.3[b]) <br /> (1) The topsoil shall be set aside, and upon completion of an excavation, the topsoil shall be <br /> replaced and the site leveled in conformance with the excavation permit. (Development Title <br /> Section 9-1415.3[g)) <br /> (2) The reclamation plan shall be modified to specifically require segregation (into stockpiles) of the <br /> A-and B-horizons of the existing soils during soil removal_ The A horizon soils shall be reserved <br /> to serve as the uppermost layer of soil in areas of the project site to be revegetated.
