Policy 3. (A. Open Space, pp. VI-2) <br /> in Volume I of the General Plan states that development may be permitted in Resource Conservation <br /> Areas only if the proposed uses will not have significant negative impacts on the continued existence or <br /> use of the resource. The project is consistent with General Plan polices and zoning regulations because <br /> the project is a permitted use in the AG40 zone (General Agriculture, 40-acre minimum), and an <br /> approved conditional Site Approval was obtained which determined that it would not have a significant <br /> negative impact on the continued existence or use of the resource. <br /> Appeal Statement No.5: <br /> "RMC appeals the Staff's approval of the Site Development Application on the grounds that <br /> • The approval is based on a flawed Negative Declaration.. <br /> • Three of the necessary five findings for development approval cannot be made. <br /> "The Site Development Review findings to which RMC objects are the following: j <br /> Finding#1: The proposed use is consistent with the goals, policies, standards and maps of <br /> the General Plan, any applicable Master Plan, Specific Plan, and Special Purpose Plan, <br /> and any other applicable plan adopted by the County. <br /> "In many, if not most, site development reviews, this question of compatibility may require subjective <br /> assessment.
