PARKING TEN (EMPTY) GRAVEL TRUCKS- 37100 Koster Road <br /> The Koster Road Truck Park is a proposed development permit to locate 10 <br /> trucks used in the hauling of aggregate products amid the quarries where the <br /> aggregate products are mined. Built structures include a 90' x 90'building <br /> (office, shop, 2 service bays, covered parking) and a two bedroom residence <br /> of not more than 1200 square feet used by people associated with the <br /> trucking operation. The trucking operation is tied to the surrounding quarry <br /> operations and would terminate upon reclamation of all the quarries within <br /> two miles of the subject property. The application for gravel trucking <br /> operations is an allowable use pursuant to Section 9-605.5 of the San <br /> Joaquin County Development Title. <br /> Operationally, empty trucks (and trailers) would be dispatched from the <br /> Koster Road parking site; travel between V2 and 2 miles to the chosen quarry <br /> for loading, and proceed to the site of construction. Once a truck is emptied, <br /> the truck would return to the quarry for additional loads, and when the last <br /> load of the day is delivered, the truck, with empty trailer(s) or bin would <br /> I return to the Koster Road location for parking until its next dispatch. By <br /> locating the trucks in the midst of the quarries, it is estimated that for each <br /> truck parked on site, about 40 trucking miles per day can be eliminated for <br /> each truck parked at the Koster Road location. (Spread-sheet analysis <br /> attached and is based on field verification of actual trucking companies <br /> using the BirdRoad/132 access to quarries.) Significantly, truck-trip ends <br /> would be reduced during the a.m. peak hour of traffic, which is the peak of <br /> daily traffic. Specifically, significant "weaving" impacts on Hwy 132, as <br /> identified inP revious traffic analyses would be reduced. There will be a <br /> corresponding beneficial impact on air quality as trucking miles are reduced. <br /> With an allowance increasing employee commute miles to Koster Road, for <br /> each truck parked as proposed, CO2 emissions would be decreased by 134.4 <br /> pounds per day or 1,334 pounds per day for the 10 trucks- assuming all <br /> trucks were operating. <br /> Beneficial impacts of the project include the above referenced traffic mile <br /> reduction on county roads and State highways and corresponding air'quality <br /> improvements.
