PLANNING COMMISSION FINDINGS <br /> FOR PARKING AND MAINTENANCE OF TRUCKS USED <br /> IN THE HAULING OF AGGREGATE RESOURCES IN THE <br /> VERNALIS AREA <br /> PA-0800304 . <br /> FINDING A. - CONSISTENCY <br /> The proposed use of the Koster Road property for the parking and maintenance of trucks <br /> used in the hauling of aggregate resources and a single residence Iocated on a site of <br /> multiple acres is consistent with the Goals, Policies, and Maps of the General Plan. <br /> S . <br /> Applicable Objectives, Policies, and Implementation measures of the General Plan include: <br /> Community Organization and Development Patterns (General Plan Volume 1,IV-4) <br /> Objective: To make efficient use of land and promote a functional development pattern with <br /> varied and compatible land uses. <br /> Policy: Development shall be compatible with adjacent uses. (General Plan Vol. 1, IV-6) <br /> Objective: To protect extractive resources form urban development or encroachment. <br /> Open Space Policies (Volume 1, VI-2) <br /> 1. The open space s resources in Table VI-1 shall be protected as indicated. (The table <br /> provides under Development Restrictions: Only uses that will not.limit extraction.) <br /> 2. A Resource Conservation designation shall be used'on the General Plan 2010 map to <br /> protect significant resource areas and protect public safety. <br /> 3. Development may be permitted in Resource Conservation Areas only if proposed uses <br /> will not have significant negative impacts on the continued existence or use of the <br /> resource. <br /> Extractive Resource Policies(Volume 1, VI-16) <br /> 1. Mineral deposits of significant quantity, value or quality as identified the State Division <br /> of Mines and Geology reports as MRZ—2 Mineral Resource zones (see Figure VI-4), <br /> shall remain in open space uses until extraction of resources,unless the immediate area <br /> has been committed to other uses. <br /> 3 Implementation <br /> 2. Protection of Deposits <br /> a. All development in areas of significant sand and gravel deposits, as identified by <br /> the State Mines and Geology Board, shall require a discretionary permit, <br /> conditioned to protect the resources. <br /> b.
