ll � <br /> DISSCUSSION OF ENVIRONMENTAL ISSUES <br /> SITE APPROVAL APPLICATION NO.PA-4800304 <br /> OF ROGER AND CATHERINE TOWERS <br /> Public Concern or Controversy <br /> Surrounding Quant'operators have expressed concerns in the past regarding residences <br /> at this property. <br /> ENVIRONMENTAL EMPACTS <br /> Earth <br /> The site is adjacent to the Delta Mendota Canal. However, standard setback <br /> requirements from the canal will ensure that grading activities will not impact the canal. <br /> The soil type is Zacharias Gravelly Clay Loam(capability unit Hs-4 irrigated and 1Vs-4 <br /> non-irrigated). <br /> Plant/Animal Life <br /> The project will either participate in the San Joaquin County Multi-Species Habitat <br /> Conservation and Open Space Plan(SJMSCP)or will provide a Habitat Protection Plan <br /> that essentially accomplishes the same goals. <br /> Air/Climate <br /> The CEMEX EIR(CEMEX is located just east of the Canal)found that air quality <br /> impacts on nearby receptors(residences)as close as 100 feet from the quarry site would <br /> be less than significant after mitigation. Similarly,the DSS Quarry located to the west of <br /> the project site(across Koster Road) is not expected to generate significant air quality <br /> impacts on the proposed residence. The proposed project is not expected to have a <br /> significant impact on air quality, and will not meet thresholds for cumulative air quality <br /> impacts. <br /> Noise <br /> The site is separated from the approved CEMEX quarry to the east by the Delta Mendota <br /> Canal. The E1R for the CEMEX indicated that this site would be outside the 65 dB Leq <br /> noise contour for the processing plant,mining operations,haul routs,and he portable <br /> temporary processing plant. The project site is protected from noise from the quarry to <br /> the west by high(over 8-foot)berms along the east side of the quarry. <br /> Energy/Natural Resources <br />
