i
EXISTING EARLY MORNING!NIGHTTIME NOISE ENVIRONMENT
The existing daytime noise environment in the immediate project vicinity is defined primarily by
distant traffic on Interstate 5, current activities at the DSS quarry, and to a lesser extent by local
farming operations. During early morning/nighttime hours, when the DSS quarry is not operating,
the existingambient noise environment is defined almost exclusively by I-5 traffic noise. For the
purposes of this analysis, early morning and nighttime hours are described as 1:30 AM to 5:00 A M
since those are the new hours during which rescheduled operations would occur.
To quantify early morning / nighttime ambient noise levels in the project vicinity, Bollard &
Brennan,Inc. utilized the continuous noise level measurement data which was collected in 1.997 for
the initial DSS application. That data is still considered to be a good representation of early morning
1 nighttime ambient conditions`since it was completely devoid of any DSS related noise(the facility
had not yet been permitted when the data was collected), and because it represents a conservative
sample of early morning/nighttime traffic conditions on I-5(since current nighttime traffic volumes
are higher than those present during the 1997 monitoring). The results of the ambient noise level
measurement survey are shown numerically in Table I, as presented in the Draft EIR prepared for
the project.
Table 1
Ambient Noise Survey Results
DSS Quarry Project- San Joaquin County
March 12, 1997
Average Noise Levels Maximum Noise Levels
Location Daytime Nighttime Daytime Nighttime L,,dB
Site A 46 44 64 62 51
Site B 52 51 65 65. 57
Note: The noise levels cited in this table are the averages of all the respective daytime and nighttime hours.
The Table 1 data indicate that average ambient noise levels ranged from the mid 40's to low 50's dB
Leq, during early morning/nighttime hours, with maximum noise levels in the low 60's dB Lmax.
The computed values of L&were 51 and 57 dB at the monitoring sites. Site B had a direct line of
site to Interstate 5, which accounts for the higher noise levels than measured at Site A.
Environmental Noise Evaluafion
Proposed DSS Quarry Rescheduled Hours of Operation
Page 2
