Land Use <br /> The project is a growth inducing project in that several power plants have <br /> been sited near this project all on agricultural land. There are many <br /> industrial zoned sites with the same characteristics of natural gas lines, water <br /> lines and transmission lines some of which are adjacent to the proposed site <br /> and by County Regulations preclude this project from being located on <br /> agricultural land. Appropriately zoned industrial sites are scattered <br /> throughout the project area and they should be utilized. <br /> The project conflicts with the City of Tracy's plans to develop residential <br /> housing in the area. The noise, lighting and noxious emissions from the <br /> plant are incompatible with the residential housing proposed for the project <br /> area. <br /> Cumulative Impacts <br /> The project is being sited upwind from developing residential <br /> developments. Three major source emitters are located within one-half mile <br /> of the project the Tracy Peaker Plant, the Biomass Plant and the Owens <br /> Brockway Glass Plant the combined emissions from these plants is <br /> illustrated in attachment 1.
