The plant would have <br /> the capability to meet the electrical needs of approximately 50,000 residents of San <br /> Joaquin County and the State of California- <br /> Since <br /> aliforniaSince early 1998,the California Independent System Operator("CAISO") has been <br /> responsible for insuring that an adequate supply of power is available to meet <br /> California's electrical demands. During the last six months of 2000,and often this year <br /> of 2001, the CAISO has had to declare"system emergencies" on more than several <br /> occasions because adequate generation was not available to serve the total load at the <br /> required reserve margin levels.As a result of the shortage in supply, wholesale prices for <br /> electricity rose significantly starting in June 2000,have remained above historical levels <br /> since then, and have thrust the state into an electrical energy crisis. <br /> In August and September 2000 CAISO predicted by virtue of its load growth projections <br /> that California would be several thousand megawatts short of needed generating capacity <br /> during the Summer of 2001. CAISO concluded that in order to have the best chance of <br /> "keeping the fights on,"additional peaking capacity was needed on the transmission <br /> system prior to June 15,2001. <br /> After participating in a competitive bidding process, as one of a small group of <br /> developers, WPLLC was selected to provide summer reliability Peaking power(Capes) <br /> to the CAISO transmission system. WPLLC executed a Summer Reliability Agreement <br /> with the CAISO to construct a generating unit to be located off South Lammers Road <br /> near Interstate 580 in San Joaquin County, southwest of the City of Tracy. The <br /> construction and operation of the generating unit and ancillary equipment is conditioned <br /> upon receipt of the necessary regulatory permits. The pertinent permitting authorities are <br /> the County of San Joaquin and the San Joaquin Valley Unified Air Pollution Control <br /> District• <br /> Wellhead Power hopes to acquire both requisite Site Approval and the Authority to <br /> Construct in as short a time frame as possible in order to increase the likelihood of <br /> completing construction on this facility before the Peak Summer Season of 2001. <br /> Wellhead Power,I.I.0 Page 1 <br /> 03/21/01 <br /> Tesla/Tracy Peaker Project <br />
