San Joaquin Valley 11 J 49
AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING
August 30, 2012
Corinne E. King
County of San Joaquin
Community Development Department
1810 East Hazelton Avenue
Stockton, CA 95205
Project: PA-1200133 (SA)
District CEQA Reference No: 20120513
Dear Mrs. King:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
project referenced above consisting of the construction of a religious facility to take
place in three (3) phases totaling 16,575 square feet located at 11075 W. Larch Road in
Tracy, CA. The District offers the following comments:
1. Based on information provided to the District, project specific emissions of criteria
pollutants are not expected to exceed District significance thresholds of 10 tons/year
NOX, 10 ton/year ROG, and 15 tons/year PM10. Therefore, the District concludes
that project specific criteria pollutant emissions would have no significant adverse
impact on air quality.
2. Based on information provided to the District, the proposed project would equal or
exceed 9,000 square feet of educational space. Therefore, the District concludes
that the proposed project is subject to District Rule 9510 (Indirect Source Review).
District Rule 9510 is intended to mitigate a project's impact on air quality through
project design elements or by payment of applicable off-site mitigation fees. Any
applicant subject to District Rule 9510 is required to submit an Air Impact
Assessment (AIA) application to the District no later than applying for final
discretionary approval, and to pay any applicable off-site mitigation fees before
issuance of the first building permit.
Seyed Sadredin
Executive OirectorlAir Pollution Control Officer
Northern Region Central Region(Main Office) Southern Region
4800 Enterprise Way 1990 E.Gettysburg Avenue 34946 Flyover Court
Modesto.CA 95356-8718 Fresno,CA 93726 0244 Bakersfield,CA 933089725
Tel:(2091 5576400 FAX:(209)557 6475 Tel:(559)2306000 FAX:15 5 91 230 6061 Tel:661-3925500 FAX:6613925585
www.valleyair.org www.healthyairtiving.com
