The subject property is located within the City of Tract's sphere of Influence and also within the proposed Larch-Clover Annexation Area for which the City Of Tracy is currently preparing environmental documentation. It Is expected that an arnaxw1on application to LAFCO will be submitted sometime later this year. The City of Tracy Is wonking with the Larch-Clover neighborhood to develop a fin a"plan to facilitate necessary infrastructure for this area.This will primarily be for sewer as-Aces. For this reason,the City Of Tracy suggests that no fvrther development be approved in this area without needed infrastructure and recommends that the County deny or defer lho development proposals in the area. Continuing approval may negatively affect our ability to set up a funding mechanism to provide sewer service in the area. I understand that it may not be possible for you to do what is suggested above- However, due to the potential annexation of this area.the City of Tracy recommends that Die project be reviewed for City Standards in order not only to ensure that the site will be adequately served with utilities and public infrastructure,but also to ensure that the project will comity with City Of Tracy Development Standards. AS we have discussed and previously advised its County,the City will provide water only for existing uses. If the Church is to proosed City water service will not be provided. Please send us a copy of the initial Study,draft Negative Declaration. Y to Waitaki copy of the site plan,and notice of any public hearing or other public meeting regarding ti+Is mailer.
